Health insurance cover for poor

New Delhi (PTI): About 1.2 crore poor people in the country will be provided with health insurance cover in a year and the scheme will be expanded to include all sections under Below Poverty Line (BPL) over five years, Government told the Lok Sabha on Thursday.

The BPL people will be provided with smart cards and they can avail of doctors' consultations and medicines up to Rs 30,000 free, Minister for Chemicals Ram Vilas Paswan said in reply to questions.

The move will cost Rs 3,500 crore to the state exchequer, he said.

Emphasising that the government was committed to ensure availability of life saving drugs at cheaper rates, he said pharmaceutical companies have been asked not to hike prices beyond 10 per cent per year failing which penalty would be imposed for overcharging.

The direction was issued in April this year, prior to which the companies could raise prices up to 20 per cent.

Till now, Rs 1400 crore have been recovered as penalty and cases have been filed against those who have not obeyed, the Minister said.

Like mothers, like kids

Women who are active during pregnancy are likely to have active babies, reveals a new study that shows why exercise is important for pregnant women.

The study, which ruled out any biological factors behind this, said active pregnant mothers were likely to continue doing exercise after birth and this would encourage their children to get into good habits.

Scientists at Bristol University gathered data on 5,500 children between 11 and 12 years and recorded their activities over the course of at least three days.

The researchers also analysed these against several factors including how active mothers were during pregnancy.

They found that the children of the mothers who took part in regular brisk walking and swimming during their pregnancy ended up being 3-4 percent more active, reported the online edition of BBC News.

"The early pre-school years are so important. It seems if they see their parents doing regular exercise this will have a positive impact," said lead researcher Calum Mattocks.

The findings of the study have appeared in the latest issue of the British Medical Journal.

BANGALORE: Bangalore is set to offer unhindered wireless Internet access to the entire Greater Bangalore within 18 months. With this, Bangalore will be the second wireless city after Taiwanese capital Taipei.

“Project Unwired Bangalore has just been launched as we strongly believe mobility in terms of personal computers and laptops,” said M.N. Vidyashankar, Secretary to Government (Information Technology and Biotechnology), here on Friday.

He was speaking after inaugurating a five-year integrated M.Sc. course in biological sciences of the Bangalore University on its Jnana Bharathi campus here.

Stating that the 21st Century belonged to wireless and nano technology, Mr. Vidyashankar said Karnataka, being the pioneer in information and biotechnology, had planned well to be ahead of others in these fields.

Wireless Bangalore was one among the two major initiatives of the Government while focus on nanotechnology was the other, Mr. Vidyashankar said.

Unrestricted Internet access will be offered in the entire 743-sq. km. area of Greater Bangalore under the unwired Bangalore project, which requires an investment of over Rs. 900 crore.

To give fillip to nano technology, the Government has constituted a vision group for the sector under the stewardship of scientist C.N.R. Rao. On the lines of IT.IN and Bangalore Bio, “Bangalore Nano” is slated to be held in Bangalore on December 6 and 7, he said. Mr. Vidyashankar said that the IT and BT sectors had been witnessing 35 and 40 per cent annual growth respectively.

Internet faces meltdown by 2010: Study

NEW DELHI: The Internet could be in trouble. A just released study predicts, the Net will face meltdown by 2010. And when that happens, innovations like Google and YouTube may not happen anymore and e-commerce too will take a beating. The reason: The sheer scale of data exceeds the ability of the network to cope.

The study predicts that although the core fibre and switching/routing resources will scale up to support virtually any conceivable user demand, the Internet access infrastructure, will not be adequate for supporting demand within the next three to five years.

The study was done by Nemertes Research Group, an independent research firm that specialises in quantifying the business impact of technology. The research is based on in-depth analysis of Internet and IP infrastructure and current and projected traffic. The aim was to understand how each has changed over time, and determine if there will ever be a point at which demand exceeds capacity.

"We estimate the investment required by access providers to 'bridge the gap' between demand and capacity ranges from $42 billion to $55 billion, or roughly 60%-70% more than what service providers currently plan to invest," the report says.

However, the report does not envisage Internet operations to fail completely. However, access times and bandwidth constraints will fall to such a level that innovation will be seriously hampered. "The next Google , YouTube , or Amazon might not arise, not because of a lack of demand, but due to an inability to fulfil that demand. Rather like osteoporosis, the underinvestment in infrastructure will painlessly and invisibly suck competitiveness out of the economy," the report says.

Intel’s India-made chip to be out early next year

Hyderabad: Dunnington, the exclusively India-designed-and-developed multiprocessor (MP) Xeon server from Intel will be out in the second half of 2008.

Coming over two years since an earlier chip, codenamed Whitefield after the IT hotspot in Bangalore was abandoned by Intel, Dunnington is expected to add fillip to the country’s claim as a global chip design and development destination.

“The new Xeon chip is targeted at the high-performance segment and is the most sophisticated design of any independent family of processors,” Thomas M Kilroy, vice-president and general manger, Digital Enterprise Group at Intel Corporation, told DNA Money.

The MP segment may be small in numbers but strategically it is very significant with companies looking at virtualisation and other technologies as future growth areas which Dunnington is expected to address.

But then Dunnington is the not the only feather in Intel Bangalore’s cap. The recently launched series of 45 nm chips have a major contribution from the Bangalore centre which employs close to 2700 engineers.

The centre has been helping out with the chip-set and server designs and has contributed significantly to the Penryn which is akin to reinventing the transistor itself giving Moore’s Law a new lease of life, Kilroy said.

Intel launched 16 new server and high-end PC processors, which the company claims are eco-friendly, faster and cooler thanks to the new 45 nm technology using hafnium-based high-K metal gate transistors.

In addition to increasing computer performance and saving energy use, these processors also eliminate eco-unfriendly lead, the company said announcing the launch last week.

Dubbed the biggest “transistor advance” in the past 40 years, these processors are the first to use Intel’s Hafnium-based high-K metal gate formula to bundle millions of transistors in a smaller geographical area. This is also the first time the world’s biggest chip-maker has used the 45 nm manufacturing process, thereby boosting performance and lowering power consumption.

The new processors accommodate twice the earlier transistors apart from being 20 per cent faster in switching speeds and reduce switching power by 30 per cent, Kilroy said.

Initially, 12 Quad core Xeon 5400 processors, along with three Dual Core processors and a Core 2 Extreme processor for the desktop, are being shipped in the initial launch.

The entire line of Penryn processors for desktop and mobile platforms will begin rolling out from Q1 of 2008, he said.

Ultimately, Intel will crossover to the 45 nm process by the second half of the year. However, given that it has market leading products based on the 65 nm, chips based on silicon dioxide will continue to ship for a least another year, he said.

Asked about future plans for Bangalore, Kilroy said there will be no major additions to the numbers at the centre while the emphasis will be on efficiencies and output.

Christina said: “I’m always able to work my heels — I don’t care how big or small I am!” However, Christina’s choice of footwear is not ideal for pregnant women.

Medical expert Dr. McAndrews advises expectant mothers to avoid wearing heels because it puts pressure on the wearer’s back.

Dr. McAndrews is quoted on website Natural Family Online as saying: “Pregnant women should never wear high heels! High heels exaggerate the normal forward curve of the spine, but the back is not able to accommodate it.”

Christina also revealed she has been taking fashion tips from fellow Hollywood mother-to-be Halle Berry. She said: “I just saw Halle and she said fashion is on our side. I think she is right. The empire cut is working for us right now!” Aguilera, 26, spoke out for the first time about her excitement at impending motherhood, in Glamour.

When asked about her New Year's resolutions for 2008, Aguilera says, "That'll be about the time I enter into mommyhood, so... I'm hoping to have started a beautiful family with my husband!" And music executive Bratman is delighted at the prospect of becoming a father. She adds, "Oh, he's thrilled! He's just great".

ICICI Bank to set up New York branch in next few weeks

NEW DELHI: ICICI Bank, country's second largest lender, today said it would set up a branch in New York in the next few weeks.

"We already have got approval from the US regulator, it will come up in few weeks," ICICI Bank Chief Executive Officer KV Kamath said.

The branch would engage in wholesale banking business, including trade financing and factoring services to US-based subsidiaries of Indian firms.

The Mumbai-based bank got the approval from the US Federal Reserve for setting up a branch in the city last month.

Currently, the bank has representative office in New York and operates non-banking activities. Besides, it also has centres in Canada, the UK, Bahrain, Russia and Sri Lanka.

When asked about interest rates, Kamath said at the moment, liquidity is strong in the system.

He however refused to comment on whether there was a downward pressure on the interest rates.

Admitting that there is some declaration in the credit off take in the first half of the current fiscal, he said, as compared to last fiscal, there has been some slow down for some banks.

"Since GDP is strong, let's see how it (credit-off take) goes for the rest of the year," he said.

As far as ICICI Bank is concerned, so far, the private lender has met internal targets, he said, adding that the advances would be as per the target.

Seagate has announced availability of its 1 Terabyte (TB) hard drives for its next generation Maxtor Onetouch4 and Barracuda family.

Targeting mobile users, home users, and the corporate segment, the new range of products comprises Maxtor One Touch4 Plus, OneTouch4 Mini, and OneTouch4; and Barracuda 7200.11 and ES.2.

Chicago-bred, soul sampling, producer wunderkind, Kanye West's music is inarguably the most exciting thing going on in hip-hop right now. He is the man that helped make Jay-Z's The Blueprint the soul-drenched nostalgic masterpiece that it was. He has produced a consistent array of chart-topping inspirational beats for artists as diverse as Ludacris ("Stand Up"), Scarface ("In Cold Blood"), and Talib Kweli ("Get By"); and, did I mention that the man raps like there's no tomorrow? Given the fact that he has a resume this dazzling, and is seemingly overflowing with potential, when word came that he had decided to put out a solo record, The College Dropout, it evoked little surprise, and a whole lot of anticipation. It also served as an incredibly unorthodox, and taboo-stricken move for a "heralded" producer of his stature, that only seemed to highlight his incredible ambitions and fans' adoration. The only thing is, The College Dropout was supposed to come out months ago; first, in August, then October, then January, and now, the fine folks at Roc-A-Fella are saying February (let's keep our fingers crossed). So, as the collective patience of avid hip-hop aficionados across the globe grows thinner and thinner, anticipation for Kanye's alleged-masterpiece debut is reaching a fever pitch.

In a typically savvy marketing move (like only those folks in hip-hop know how) serving to add only more fuel to the collective fire, a couple of Kanye West mix-tapes have been circulating around that not only showcase a collection of his finest chart-topping production moments from his previous work, but also preview a number of new selections from off of The College Dropout. Now, while in the surprisingly stringent circles of music criticism reviewing a mix-tape greets about the same level of enthusiasm as the release of a Backstreet Boy solo record, the two mix-tapes in question, Get Well Soon (released shortly after Kanye's much-publicized, near-fatal car accident), and I'm Good, prove to be among the best new hip-hop music released in 2003. However, in a level of irony seemingly only reserved for this delightful mess called the music business, since these releases are mix-tapes and not traditional albums (whatever that means these days), don't expect them to be making an appearance on many "best of" lists this year. In light of this fiasco, your trusty review has taken it upon himself to shine some much-deserved light on these enigmatic jewels, because given Roc-A-Fella's inconsistencies these tapes might be the closest we ever get to witnessing Kanye's abundant solo genius.

While both mixes serve as a well-represented document featuring a mish-mash of snippets from Kanye's earlier work, on both Get Well Soon and I'm Good Kanye's new material undoubtedly steals the show. The best of these new tracks is the unrelentingly rousing modern-day hip-hop epic, "2 Words", which features guest appearances from Mos Def, Freeway, and the Harlem Boys' Choir. Over the rolling thump of a thunderous drum kit, harpsichord lines tumble into butter-smooth electric guitar licks, while frenetic soulful wails provide the perfect canvas for Mos', Kanye's, and Freeway's relentless rhymes. However, this is all before Kanye breaks the song down for a stirring a cappela section from the Harlem Boys' Choir, which gives way to a frenzied stutter-step hip-hop hoe-down featuring a turbulent violin solo to close (that's right, I did say violin solo!).

The most amazing aspect of the track, though, is that it marks Kanye's characteristic mastery of balancing an "underground" hip-hop aesthetic, with elements from the mainstream. Kanye has infamously labeled himself the "self-proclaimed first nigga with Benz and a backpack", but it is rightly the consistent merging of these two diametric worlds in Kanye's music, which makes his sound so unabashedly unique. Tracks like "Heavy Hitters", which imparts a bouncing electro-funk bass riff straight out of the Timbaland handbook and joins it with a debonair classical piano motif, and the soulful ode to girl-trouble "The Good, The Bad, and The Ugly", which cloaks Consequence's and Kanye's playerific verses in a dusty sample-heavy instrumental, perfectly reconcile Kanye's aesthetic contradictions.

However, while there may be little doubt left in anybody's mind if Kanye's beats are inspired, the real question that these two mix-tapes come to resolve is that if Kanye can handle himself on the mic. Thankfully, the answer is unresoundingly yes. Kanye has always attested to the fact that he was an emcee before he got into producing, and it was only his startling success as a beat-maker that took him away from first love of rhyming. This fact is abundantly clear on these mixes, as Kanye imparts a charmingly laconic vocal delivery, equal parts Mos Def and Snoop Dogg that is brimming with radiant wit, and agile word play. On The College Dropout's alleged first single, "Through the Wire" (an earnest recounting of the emotional toll of his horrific car accident), over a rolling motivational Chaka Kahn sample, Kanye cleverly attests, "In the same hospital where BIG and Tupac died, the Doctor said I had a blood clot, but I ain't Jamaican man, story on MTV, but I ain't trying to make a band." While over the old-school soul of "Home", Kanye personifies his relationship with his hometown of Chicago in the vain of Common's ode to hip-hop "I Used to Love Her", and through a wildly sincere monologue recounts their lengthy turbulent history; Kanye's cleverly rhymes, "I guess that's why last winter she got so cold on me, she said 'Ye keep making that platinum and gold for me."

On the closing track off Get Well Soon, the bitter-sweetly nostalgic, "My Way", a speed up vocal sample reflects, "I've lived a life that's full, I've traveled each and every highway, and what's more than this, I did it my way." The track serves as the perfect summation of every aspect that makes Kanye West such a rarity amongst the excess-laden caricatures that seem to dominate the hip-hop world; over a lush instrumental of sweeping syrupy string melodies, West earnestly recounts his hip-hop typical ambitions of making a dollar. However, when he states, "I'm not a Kennedy, but I'm good rich," it feels like a miracle. Finally a rapper who is equal parts ambitious and humble, aggressive and empathetic, and witty while still being genuine. He's Kanye West, and he's just put out the best hip-hop album of next year... his own way.

The Rescheduling / Cancellation Policy - Effective 12th October 2007

Deccan has introduced a new Cancellation / Rescheduling Policy for all its passengers with effect from 12th October 2007.
Please note: This Rescheduling / Cancellation Policy supersedes all previous rescheduling / cancellation policies; all old rescheduling / cancellation policies will no longer be valid.
Rescheduling by the Passenger
Rescheduling of the ticket is only possible ahead of 2 hours prior to flight departure. The passenger is allowed to modify the flight, the sector, the route and the date of travel on his / her ticket along with payment of a rescheduling fee and the fare difference. No change is possible within 2 hours of flight departure.

Once the ticket has been issued, the name of the passenger cannot be changed.

Rescheduling fee of Rs. 500/- per passenger/ per sector along with the fare difference will be charged for any postponements / advancements, for all passenger tickets.

Since our fares are dynamic, the differential fare will be collected as below:-

If the applicable fare (basic and surcharge) is more than the current fare, the difference amount will be charged to the passenger along with a Rescheduling Fee of Rs.500/- for either advancement / postponement of the flight.
If the applicable fare (basic and surcharge) is less than the current fare, the difference amount WILL NOT BE REFUNDED to the passenger and difference amount will be charged to the passenger along with a Rescheduling Fee of Rs.500/- for either advancement / postponement of the flight.
Tickets booked under Superflier/ Valueflier can be re-scheduled only once per passenger, per sector as per the terms and conditions under these schemes.

Cancellation by the Passenger
Incase a passenger cancels a ticket, there will be no refund against the Ticket. Rs. 500/- ( per person) along with the transaction fee will be deducted from the ticket value and the balance amount will be held in the form of an OPEN TICKET/ Voucher, in the name of the passenger (s).

There will be no cancellation charges for an infant.

Tickets can be cancelled only through the Deccan Call Centre and requests for a Open Ticket can be placed. A Voucher Number, will be issued in the names of the passengers listed on the given ticket, whose ticket has been cancelled.

If multiple passengers are cancelled at one go then there will be only one Voucher generated, but if an individual passenger is cancelled separately, then different vouchers can be generated, based on the requirement of the ticket holder, for which a request needs to be placed with our Call Centre, at the time of cancellation.

The Open Ticket/ Voucher is valid for a period for 180 days from the date of issue. The passenger can re-book for travel within the validity period at the end of which the Open Ticket/ Voucher will expire and there will be no refund against the Open Ticket/ Voucher.

This Open Ticket/ Voucher would need to be recorded by the passenger, for future reference at the time of redemption.

Redemption of Open ticket / Voucher

The Open Ticket/ Voucher can be redeemed for travel on any Deccan sector, by quoting the Open Ticket/ Voucher # and providing necessary information for validation, through the following access points only

Airport Reservation Counters
City Offices- Bangalore and Chennai
At the time of redeeming the Open Ticket/ Voucher, if the applicable fare (basic and surcharge) is higher than the value of the Open Ticket/ Voucher, the difference amount will be charged to the passenger and will need to be paid through a credit card, through our All India Call Center 39008888 ( prefix city code) or by Credit Card/ Cash at the Airport and City office counters.

Once the Open Ticket/ Voucher has been issued, the status will be set as “Issued- Must Fly”.

The Open Ticket/ Voucher is not transferable and only the passengers booked on the original ticket, whose names are mentioned on the Voucher can avail of the Open ticket at the time of re-booking the ticket.

Rescheduling by Deccan
In case of circumstances beyond its control, Deccan may without notice delay a flight. If due to such circumstances Deccan delays a flight beyond 2 hours, is unable to provide previously confirmed space, the passenger can avail either of the two options:

FREE RESCHEDULE: Reschedule the ticket for travel on any Deccan flight, within a period of 180 days from the date of the delayed flight (subject to availability). The ticket has to be rescheduled, before the departure of the delayed flight. OR
FULL REFUND: Cancel the ticket and avail of a full refund for the ticket as paid for by the passenger (if the passenger has paid by credit card, then the amount is rolled back into his / her card within 14 working days). The passenger will be required to collect the refund from the point of purchase and within 1 month of the date of travel.
Inability of the passenger to either re-schedule or cancel the ticket before the departure of the flight in case of flight delay beyond 2 hours, will result in the passenger becoming a no-show, after which re-scheduling of the ticket or any refund will not be possible.


Cancellation by Deccan

Spicejet inducts Boeing 737-900 ER to its fleet

New Delhi, Nov 14: Low-cost airline Spicejet on Wednesday earned itself the distinction of being the only domestic airliner to procure 212-seater Boeing 737-900 ER aircraft, the latest in the 737 series.

The airline, which is on an expansion mode, would induct four more such aircraft by September 2008, Spicejet Director Ajay Singh told reporters.

He said the aircraft would fly on the high density traffic and long distance routes on their network.

"The first Boeing would initially be deployed on our existing Delhi-Goa-Mumbai route," he said. Spicejet Executive Chairman Siddhanta Sharma said the new Boeing series had been bought keeping the long-term benefits in mind.

"The plane consumes more or less the same fuel like any in its category. But the extra 23 seats that this flight offers would mean an increase in revenue in the same sector.

"Moreover, we would like to offer more flights in the sectors that we currently operate helping resolve slot constraints," he added.

BSNL offers TV on mobile

In a significant step in mobile entertainment, Bharat Sanchar Nigam Limited (BSNL), Andhra Pradesh circle, on Tuesday announced ‘TV on Mobile’ service to its subscribers in collaboration with 12 channels as the content providers.

The subscription plans unveiled by the company include a one channel per day plan for Rs 10, one channel for one month plan for Rs 50 and 12 channels for Rs 150 per month.

According to S Ramalingam, chief general manager, BSNL - AP circle, city-based Apalya Technologies is powering the new value-added services being offered by BSNL by beaming the channel programmes through its streaming server to the mobile phone subscribers of the company.

However, only high-end GSM (global system for mobile communication) phones can support the service, according to him.

Supercomputer is another feather in Tatas` cap

India hosts the world’s fourth-fastest supercomputer, and the most powerful one in the Asia and Asia-Pacific regions, now that a supercomputer from a wholly-owned subsidiary of Tata Sons, Computational Research Laboratories (CRL), has been ranked fourth among 500 supercomputers the world over.

The list was announced at an International Conference for High Performance Computing at Reno (California), USA, yesterday night.

Called Eka, which means number one in Sanskrit, the Hewlett-Packard supercomputer was built in a record time of 6 weeks with an investment of $30 million (around Rs 118 crore), and has been installed at the CRL facility in Pune.

CRL integrated this system with their own innovative routing technology and achieved 117.9 TFlop (`teraflops’ or trillions of calculations per second) performance.

N Seetha Rama Krishna, Project Manager CRL, said, “The key differentiating factor is that this system is not proprietary. We did not want to be termed as using propriety technology such as Solaris or others, hence we went for Linux, which is something that is available in the public domain. Secondly, any contribution by the Tata’s should go back in to the public domain.”

Incidentally, it’s the first time ever that India has figured in the ‘Top-10 Supercomputer Sites’ list. A total of nine supercomputers developed in India have appeared in the Top 500 list, including one more system (179th) developed at Tata Sons’ wholly-owned subsidiary Computational Research Laboratories (CRL) in Pune, where Eka was developed.

Others include a system developed at the Indian Institute of Science (58th) and six IBM systems (ranked at 152nd, 158th, 336th, 339th, 340th and 371st) developed in the country.

The latest list shows five new entrants in the Top-10, which includes sites in the US, Germany, India and Sweden. IBM once again dominated the competition in the semi-annual rankings of supercomputers with its BlueGene System which it jointly developed with the Department of Energy’s National Nuclear Security Administration (NNSA). BlueGene has occupied the numero uno position since November 2004.

A case in point is the simulation of polymer nanofibers, which was done by CRL. Around 3 lakh carbon atoms with 10 million time steps ran for 36 hours on 6000 central processing unit (cpu) cores. A PC would have taken approximately 500 days to perform the same task.

Similarly, CRL used the system for aircraft modeling using 33 million cells. The system ran for 17 hours on 168 cpu cores, thus saving on expensive wind-tunnel experiments. Major universities, military agencies and scientific research laboratories are heavy users of supercomputers.

“We have been in dialogue with the government and with other industry players but we did not get into any commitment as we wanted to have something in hand,” said S Ramadorai, chairman of CRL and CEO & MD of TCS. CRL is already working with Tata Elexis for animation work.

Sunil Sherlekar, head embedded innovation labs, TCS said, “A lot of usage for this technology can come from within the Tata Group. We are in touch with Tata Technologies. Besides, TCS can also use it for commercial activities.”

However, supercomputers of today may become tomorrow’s normal computers. Introduced in the 1960s, they were designed primarily by Seymour Cray at the Control Data Corporation, and led the market into the 1970s until Cray left to form his own company – Cray Research. Cray, ironically, never used the word “supercomputer”.

Today, supercomputers are typically custom designs produced by companies such as IBM and HP. Cray still specialises in building supercomputers, though. The Cray-2 was the world’s fastest computer from 1985 to 1989.

Indian study on manned moon mission in 2008

NEW DELHI: India will soon take the first exploratory steps towards realising its plan to put an Indian on moon. Indian Space Research Organisation (ISRO) chairman Madhavan Nair told TOI that by 2008-end, India plans to start feasibility studies on a manned moon mission in what is sure to put a seemingly ambitious project on a concrete footing.
There is no timeline yet because the project is deemed very expensive.
"A manned mission will cost thousands of crores, so we have to consider various options," he said.
By 2010-2011, Chadrayaan 2 project — which was signed on Monday in Moscow between India and Russia — will be a joint plan which will include a lander and a rover to "walk" around the moon's surface and collect samples and data for analysis. Considering that no country save the US has been able to put its man on the moon, India's mission was naturally viewed with scepticism.
ISRO's plans for feasibility studies and the follow-up measures may quell the doubts, establishing the seriousness of its intent.
Meanwhile, India's first lunar orbiting mission, Chandrayaan 1, expected to take off in 2008, is generating a lot of excitement particularly since it will follow the Chinese mission Chang'e 1 and Japan's orbiter mission, Kaguya, launched last month. In the next one year, three of Asia's major countries will be taking definitive steps towards deep space.
ISRO is particularly pleased about the Chandrayaan 1 mission. It will carry almost double the number of payloads the Chinese Chang’e 1 did, making it a much more sophisticated venture. The mission will be carrying five payloads from ISRO, three from European Space Agency, one from Bulgaria Academy of Sciences and two from NASA.
Ultimately, the new moon race — NASA, China and Japan have announced plans to send a manned mission to Moon by or before 2020 — is the precursor to a more serious competition on space exploration between Asia's powers.

India hosts world's fourth fastest supercomputer

WASHINGTON: India has surprisingly broken into the Top Ten in a much-fancied twice-yearly list of the fastest supercomputers in the world, marking a giant leap in its push towards becoming a global IT power.
A cluster platform at Pune's Computational Research Laboratories (CRL), a Tata subsidiary, has been ranked fourth in the widely anticipated TOP500 list released at an international conference on high performance computing in Reno, Nevada.
It is the first time that India has figured in the Top100 let alone Top Ten of the supercomputing list. The list, which is usually dominated by the United States, is also notable this time because it has five new entrants in the Top Ten, with supercomputers in Germany and Sweden up there with the one in India.
The fourth-ranking Tata supercomputer, named EKA after the Sanskrit term for one, is a Hewlett-Packard Cluster Platform 3000 BL460c system. CRL has integrated this system with its own innovative routing technology and to achieve a 117.9 Teraflop or trillions of calculations per second.
The No. 1 position was again claimed by the BlueGene/L System, a joint development of IBM and the US Department of Energy's (DOE) National Nuclear Security Administration (NNSA) and installed at DOE's Lawrence Livermore National Laboratory in California.
Although BlueGene/L has occupied the No. 1 position since November 2004, the current system is much faster at 478.2 TFop/s compared to 280.6 TFlop/s six months ago before its upgrade.
At No 2 is a BlueGene/P system installed in Germany at the Forschungszentrum Juelich (FZJ) and it achieved performance of 167.3 TFlop/s. The No. 3 system at the New Mexico Computing Applications Center (NMCAC) in Rio Rancho, N.M posted a speed of 126.9 TFlop/s.
Ashwin Nanda, who heads the CRL, told the conference that its supercomputer had been built with HP servers using Intel chips with a total of 14,240 processor cores. The system went operational last month and achieved a performance of 117.9 teraflops.
The system is slated for use in government scientific research and product development for Tata, as well as to provide services to US customers, Nanda said.
In a statement in India, the Tata Group said "EKA marks a milestone in the Tata group's effort to build an indigenous high performance computing solution."
CRL, it disclosed, built the supercomputer facility using dense data centre layout and novel network routing and parallel processing library technologies developed by its scientists.
While the US is clearly the leading consumer of high power computing systems with 284 of the 500 systems, Europe follows with 149 systems and Asia has 58 systems. In Asia, Japan leads with 20 systems, Taiwan has 11, China 10 and India 9.
The second ranked supercomputer in India, rated 58th in the Top500 list is at the Indian Institute of Science in Bangalore. Others are ranked 152, 158, 179, 336, 339,340 and 371.
Horst Simon, associate laboratory director, computing sciences, at the Lawrence Berkeley National Laboratory in Berkeley, and one of the Top500 list authors, told Computerworld that it was exciting to see India's entrance into the Top 10 and because the country has "huge potential" as a supercomputing nation.
"India is very well known for having great software engineers and great mathematicians, and having a (HPC) center there is a catalyst for doing more in the high performance computing field," Simon told the industry publication, adding that it brings "a whole new set of players into the supercomputing world."
India has made steady progress in the field of supercomputing from the time it first bought two from the US pioneer Cray Research in 1988, at a time of a tough technology control regime. US strictures on the scope of its use and demand for intrusive monitoring and compliance led India to devise its own supercomputers using clusters of multiprocessors.
Supercomputers are typically used for highly calculation problem solving in quantum mechanical physics, molecular modeling, weather forecasting and climate research, and physical simulation including that of nuclear tests.
The term supercomputer is quite relative. It was first used in 1929 to refer to large custom-built tabulators IBM made for Columbia University. The supercomputers of the 1970s are today's desktops.

Intel unveils 16 server, high-end PC processors

BANGALORE: Intel Corp, the world's biggest maker of computer chips, has unveiled a lineup of 16 server and high-end PC processors which it claims are faster, energy efficient and more eco-friendly.
The Intel Core 2 Extreme and Xeon Processors are also the first to be manufactured on the company's 45 nanometre (nm) manufacturing process, further boosting performance and lowering power consumption, R Ravichandran, Director-Sales, Intel South Asia, told reporters today.
The processors are built using a new transistor formula that alleviates wasteful electricity leaks. It also eliminates eco-unfriendly lead and by 2008 they would eliminate halogen materials, thus making them green processors, said Narendra Bhandari, Director Asia Pacific, SSG Developer Relations Division.
Dubbed as the biggest transistor advancement in 40 years, the processors were the first to use Intel's Hafnium-based high-k metal gate (Hi-k) formula for the innumerable transistors inside these processors, he said.
"The breakthroughs clear the path for Intel to design products that are 25 per cent smaller than previous versions, and thus, more cost-effective, as well provides the ability next year to pursue new ultra mobile and consumer electronics 'system-on-chip' opportunities", he said.
"The new advancements means faster and sleeker computers, longer battery life and better energy efficiency. Our objective is to bring consumers a new class of computers delivering a full Internet experience in ever smaller, more portable form factors," said Ravichandran.

Intel Corporation unveiled 16 server and high-end PC processors promising increased computer performance and energy savings. The company says these processors also eliminate eco-unfriendly lead and, in 2008, halogen materials.

Called the biggest transistor advancements in 40 years by Intel Co-Founder Gordon Moore, the processors are the first to use Intel’s Hafnium-based high-k metal gate (Hi-k) formula for the hundreds of millions of transistors inside these processors.

These Intel Core 2 Extreme and Xeon processors are also the first to be manufactured on the company’s 45-nanometer (nm) manufacturing process, further boosting performance and lowering power consumption.

The breakthroughs clear the path for Intel to design products that are 25 percent smaller than previous versions and thus, more cost-effective, as well as the ability next year to pursue new ultra mobile and consumer electronics “system on chip” opportunities.

“The intellects, physics and designs that went into solving one of the industry’s most daunting challenges are awe-inspiring and I congratulate the Intel teams for this breakthrough achievement,” said Paul Otellini, Intel president and CEO. “Best yet, this feat, coupled with our industry-leading architectures, means faster and sleeker computers, longer battery life and better energy efficiency. The new 45nm (a nanometer is 1 billionth of a metre) processors boast nearly twice the transistor density of previous chips built on the company’s 65nm technology - that is up to 820 million transistors for quad-core processors, each using Intel’s new formula.

The Intel Core 2 Extreme QX9650 quad core processor, the world’s first 45nm Hi-k desktop processor comes with a larger L2 cache and support for new Intel SSE4 media instructions, helping bring desktop performance to “extreme” new levels.

“One of our goals was to optimise Crysis in order to deliver the ultimate quality, bringing mind-blowing game play to the latest hardware,” said Dr. Douglas Binks, R&D manager, Crytek. “With the new 45nm Hi-k Intel Core 2 Extreme processors, we use multi-core technology to enable physics, particle effects and audio on separate cores, helping Crysis to create an astounding gaming experience.”

New to the Intel line-up of server processors are 15 server dual-core and quad-core 45nm Hi-k Intel Xeon processors. The 12 new quad-core chips boast clock speeds ranging from 2GHz up to 3.20GHz, with front side bus speeds (FSB) up to 1600MHz, and cache sizes of 12MB. The three new dual-core chips feature clock speeds of up to 3.40GHz, an FSB of up to 1600MHz, and cache sizes of 6MB.

The 45nm Hi-k Intel Xeon processors are compatible with server platforms using the Intel 5000 chipset family.

The move from 65nm to 45nm involves more than just a shrink of current chip designs. The processors include such additional features as new Intel Streaming SIMD Extensions 4 (SSE4), which are 47 new instructions that speed up workloads including video encoding for high-definition and photo manipulation, as well as key HPC and enterprise applications. Software vendors supporting the new SSE4 instruction set include Adobe*, Microsoft* and Symantec*.

Pricing of the 45nm Hi-k Intel Xeon processors, including the 45nm Hi-k Intel Core 2 Extreme QX9650 quad core depends on the model, speeds, features and amount ordered. Depending on the model, these processors are available today or within 45 days.

BJP takes power in Karnataka

BANGALORE (Reuters) - The Bharatiya Janata Party (BJP) took power in Karnataka on Monday for the first time, hoping it would boost the morale of its supporters ahead of a series of key state polls.
The swearing-in of the BJP's B.S. Yeddyurappa as chief minister ended weeks of uncertainty and a brief spell of federal rule triggered by wrangling for power by BJP's coalition ally.
Yeddyurappa and four ministers took the oath of office at an open-air ceremony in Bangalore, amid fireworks and cheering by tens of thousands of supporters and senior BJP leaders from around the country.
Karnataka is considered a prize catch for BJP as the party has a negligible presence in other southern states. The party hopes to use Karnataka as a gateway to the south and gain a larger national footprint.
Karnataka becomes the ninth of India's 29 states where the BJP or its allies have come to power.
The party is seeking a third term in its western stronghold of Gujarat in polls next month and 10 states are due to elect new assemblies next year amid continued speculation over the prospect of early national elections.
"The BJP's triumph in Karnataka will embolden it to expand its southern base," the Hindustan Times newspaper said in an editorial on Monday.
"This is bad news for the Congress, as a combination of the BJP and powerful regional parties make it that much harder for it to grow in the region," it said referring to the national ruling party.

Yeddyurappa to be new Karnataka chief minister

BANGALORE: The BJP is set to open the gateway to the South as Bookanakere Siddalingappa Yeddyurappa will take oath as Karnataka's 25th chief minister on November 12.
Yeddyurappa's star is shining bright as he becomes the party's first CM. He opened the record for the party to be in governance in Feb 2006 by allying with the JD(S) on the 20:20-month rule agreement, which ran into problems.
With the Union Cabinet revoking the month-long President's rule on Thursday, the stage is set for role reversal in the JD(S)-BJP combine's remarriage with the latter getting into the driver's seat.
On Friday, Yeddyurappa and former CM H D Kumaraswamy called on governor Rameshwar Thakur to acknowledge receipt of his invitation asking them to form the government. The governor asked them to suggest a convenient day and time for the swearing-in. "We told him Monday is convenient and will choose a perfect time by Saturday," they said.
Yeddyurappa's role as CM is not going to be an easy task. Even if he sails through the mandatory vote of confidence, a petition seeking the disqualification of 39 JD(S) MLAs hangs over the new government head like a Damocle's sword. Assembly speaker Krishna will hear the case on Nov 17 and it remains to be seen whether the trust vote will be sought before the hearing.
Also, JD(S) is not the easiest of partners to live with. The underlying distrust and the urge to avenge the BJP's tongue-lashing was evident in Kumaraswamy’s potshot at Yeddyurappa. Kumaraswamy challenged his successor to win the confidence of Karnataka's 5 crore people, along with that of the 224 MLAs.
"It is not enough if half the MLAs support him. Yeddyurappa has to prove he has the support of the people of the state," the ex-CM said.
Even as the BJP revels in the Diwali bonanza, the developments have come as a shock to JD(S) supremo H D Deve Gowda and the Congress here. While Gowda was perhaps anticipating that the Union Cabinet would make a presidential reference, whereby the case would have gone to the Supreme Court, the state unit Congress had clamoured for dissolution.
The UPA government was reportedly in a no mood to give the BJP any advantage. Pushing the case to the court or dissolving the assembly would have given the BJP a stick to beat the Congress with in the ensuing Gujarat elections, which it is planning to wrest from the BJP after 17 years.

Air Deccan ties up with Oxigen for mobile ticketing

BANGALORE: Low cost carrier (LCC) Air Deccan (Deccan) has tied up Oxigen to enable mobile users to avail of the ‘mFly Oxigen Cash Wallet’ to purchase air tickets for its flights starting today.
The mFly account is a prepaid user account which can be accessed through a mobile phone to book, pay for and generate Deccan tickets instantly.
India has an estimated base of 200 million mobile users currently, a figure that is estimated to go up to 500 million over the next few years so that almost one in two Indians will have a mobile connection.
The credit and debit card penetration is just 2 per cent and with the lack of availability of internet services in many rural areas, Deccan executive chairman G R Gopinath wants to leverage this huge potential for simplifying air travel.
With mFly Deccan passengers will be able to book tickets from practically any location and hence 'reduce the dependence on debit and credit cards and ticketing windows'.
The procedure involves a passenger registering on the Deccan website or calling up the Deccan call center in the city closest to him/her. The passenger receives a four digit pin code as an SMS, and then the passenger needs to charge/recharge/top up amount at any of the Oxigen outlets.
The passenger then checks flight availability and fare for the sector on the required date by sending an SMS. On receipt of the information, the passenger authorizes by SMS the payment for the ticket and receives an SMS which gives the confirmation and the PNR number.
At the same time an email is sent to the passengers registered email address with an e-ticket. The passenger can take a print out of the same or approach a Deccan counter for the ticket print out at the time of travel. The charges – Rs 3 per SMS and a service charge of Rs 50 per ticket.
At present only one ticket can be booked at a time, but group booking is on the cards according to Oxigen Chairman and managing director Pramod Saxena.
Besides air ticketing (for now only Deccan ticketing) Saxena is looking at other services such as railway booking, utility payments.
The primary focus of Oxigen in India has been on electronic recharge, subscription and payments over a virtual distribution.
Some of the services that can currently be paid for through Oxigen include DTH subscriptions for both Dishtv and Tatasky. Oxigen finished with about 6 million transactions last year with volumes of Rs 6 billion, and expects to up this number to 20 million transactions over the next two years. Oxigen expects to close this year with a volume of about Rs 10 billion.
Late last month, Air Deccan unveiled a new look – it is now just Deccan following its alliance with the UB group comprising a new Deccan livery of red and white colors with the Kingfisher logo. A campaign that is estimated to be about Rs 100 million, including a TVC which was made by Orchard through production house Think Pot is already on. According to industry sources, Deccan spends around Rs 150-200 million towards promotion and brand building.

Time names iPhone invention of the year

Apple's iPhone is the first genuinely mobile handheld computer, according to Time magazine.

Time magazine has named Apple Inc.'s iPhone its invention of the year, beating out a solar- and wind-powered car and flexible display screens created by Sony Corp. and LG Electronics Inc.
The iPhone got a lot of things right, wrote Time's Lev Grossman, particularly in the area of design. The device is attractive and, although it didn't introduce touch-screen technology, is the first to make innovative use of it.
"All the cool features in the world won't do you any good unless you can figure out how to use said features, and feel smart and attractive while doing it," Grossman wrote. "In the world of technology, surface really is depth."
Apple has also shaken up the wireless industry with its device by demanding it be allowed to design a product according to its specifications, rather than working according to an operator's specifications. The iPhone is also the first truly mobile handheld computer, he wrote.
"One of the big trends of 2007 was the idea that computing doesn't belong just in cyberspace, it needs to happen here, in the real world, where actual stuff happens," Grossman wrote. "This is just the beginning."
Other 2007 inventions honoured by the magazine included a device used by police that launches a GPS tracker onto fleeing vehicles and a football helmet that monitors impacts against its wearer's head.

Blood group for lower malaria risk

The most common blood type in Indians seems to provide better protection against the most deadly form of malaria. British scientists have found that people with blood group O - around 38% of the Indian population - are naturally protected from some of the most severe forms of the disease, which kills around two million people annually across the globe.
A team from Edinburgh University, with researchers in the US, Mali and Kenya, studied African children and found that those with this blood type were two-thirds less likely to experience coma or life-threatening anaemia conditions synonymous with severe malaria.
This discovery now brings hope of developing drugs which mimic the properties of red cells. In fatal malaria, it is often found that red blood cells infected by parasites block blood vessels which supply oxygen to the brain.
The malarial parasites arm the blood cells’ surface with proteins which stick to blood vessel walls. O and B are the commonest blood group among Indians. Nearly 32% of north Indians and 38% south Indians have O blood group.
"The finding that red cells present in O group blood play the major role in preventing malaria from worsening is a significant finding for India. Blood is made of antigens or proteins, some of which show protection against certain diseases. Why that occurs has not been scientifically proven yet but statistically, they have shown significant protection rates," blood safety specialist Dr Debasish Gupta said.
Edinburgh University's Dr Alex Rowe, whose finding was published in the journal 'PNAS' on Tuesday, said, "This explains why some people are less likely to suffer from life-threatening malaria than others and tells us that if we can develop a drug to reduce rosetting and mimic the effect of being blood group O, we may reduce the number of children dying from severe malaria."
The scientists found that malaria parasites recruit healthy RBCs to stick to the parasite, encasing the infected RBC inside a so-called rosette. It makes the blockage, and the disease, worse.
However, the team's findings suggest that group O RBCs do not easily join rosettes as the cells surface structure prevents it from sticking. The study suggests that reduced rosetting of malaria parasites is the reason why people with group O blood are less likely to suffer severe malaria.
"ABO blood group types were assessed on 567 blood samples from Malian children. We found that blood group O was present in only 21% of the severe malaria cases compared to 45% of other blood groups. Rosetting was shown to be significantly lower in parasite isolates from patients with blood group O compared to non-O blood groups," the study said.

MUMBAI: Kingfisher Airlines is close to owning a 51 per cent majority stake in Air Deccan, Kingfisher owner Vijay Mallya says. Kingfisher already has a 46 per cent in Deccan Aviation, the company that owns Air Deccan.
Mallya, flamboyant chief of United Breweries group -- the second largest liquor conglomerate in the world -- and owner of Kingfisher Airlines, says he is proud to have created an airline that can match the best in the world.
"I started Kingfisher Airlines in 2005 with a pledge to offer a world-class airline with a change in flying pleasure. This was a time when everybody laughed, including my competitors. In the last 29 months, Kingfisher Airline has changed the trend of aviation and has been lucky to be rated as one of the best airlines in India," Mallya told media in an interview.
"The airline has been a recipient of 27 awards in the last couple of months. This is a small contribution to my country by way of crating an airline which can match stride with rest of the world," Mallya said.
Kingfisher is the only carrier in domestic skies that offers in-flight entertainment on every seat, with a 16-channel live television, besides a gamut of in-flight offerings, he added.
Talking about his plans, Mallya said: "With its significant investment in Air Deccan, Kingfisher-Air Deccan is likely to emerge as one of the largest domestic airlines in India, linking 69 destinations and offering over 556 flights every day with a fleet strength of 87 aircraft."
Kingfisher will soon become majority stakeholder in Air Deccan, he affirmed.
"Kingfisher has bought 46 percent of Deccan Aviation and we are near to owning a majority stake (51 percent) in a short while. This will help Kingfisher Airlines leverage its aviation experience in the international flying space by 2008."
In a bid to offer a brand facelift, the airline has roped in a fresh face as its brand envoy, with a view to mirror the hopes, aspirations and lifestyle needs of generation next, who is now literally taking to the skies.
"We have a new brand ambassador in Deepika Padukone, Bollywood debutante and billed as a most promising newcomer in tinsel town," Mallya told media.
"Deepika is the sparkling new face of Kingfisher Airlines, thanks to the huge fan following she enjoys with the youth. She is not merely a passive brand ambassador but an image which epitomises a world-class flying ambiance."
