BANGALORE,DHNS: The Department of Pre-University Education has released the timetable for the second PUC examination for 2010. The examinations will be held from March 18 to March 31.

The examinations will be conducted in two sessions, morning session from 9 am to 12.15pm and the afternoon session from 2 pm to 5.15 pm.

The first papers of the 2010 examinations will be Chemistry and Accountancy followed on March 19. Students have the benefit of a Sunday for the Mathematics paper which is scheduled for March 22.

Bengaluru/Mangalore, November 17, 2008: Jet Airways India’s premier international airline, will reintroduce daily service on

the Bengaluru – Mangalore – Bengaluru sectors, effective December 01, 2008.This has been necessitated due to rise in popular

demand in passenger traffic on these routes in the up coming holiday season.

Flight 9W 3561 will depart daily from Bengaluru at 0855 hrs in the morning, and arrive at Mangalore at 0955 hrs. On the

return leg, flight 9W 3562 will leave Mangalore at 1025 hrs and arrive back at Bengaluru at 1125 hrs.

In the evening, flight 9W 3563 will depart Bengaluru at 1730 hrs and arrive in Mangalore at 1830 hrs. On the return journey,

flight 9W 3564 will leave Mangalore at 1900 hrs and arrive back into Bengaluru at 2000 hrs.

With these timings, passengers travelling on business will find it convenient to take advantage of a same day return

facility.

Also effective 1st December'08, Jet Airways will further enhance its services to and from India’s the IT hubs Pune and

Bengaluru. Flight 9W 3559 will depart Pune daily at 0620 hrs and arrive in Bengaluru at 0820 hrs. 9W 3560 will then depart

KSRTC launches online hotel booking

Bangalore: If you plan to travel, you can now book hotels online through the new KSRTC website -- www.ksrtc.in -- that was

launched on Wednesday. The corporation has developed a software for booking hotels through private and e-booking services.

Many hotels in Bangalore, Mysore, Pondicherry and Mangalore have entered into agreement with KSRTC to use the online booking

service.

Transport principal secretary Upendra Tripathy said a state transport policy is in its planning stage. "Mobility is a

fundamental right. There should be 1,000 buses for every 10 lakh people," he said. "But for 4.5 crore population in

Karnataka, there are 20,000 buses maintained by four corporations and 7,000 private buses. The number should be 45,000

buses," he added.

Along with the launch of the website, Suvarna Karnataka tickets were also released. These tickets are valid for three or four

days and are ideal for short distance travel, such as in weekends. Passengers can buy the tickets online too.

The corporation has also launched a web portal to accommodate advertisements. The webpage will also offer news and other

information.

Infotech show in Bangalore from Nov 6-8

Software honchos and hardware geeks will gather to solidify strategies to tackle the effects of the global meltdown on the Indian information technology (IT) industry at a CEOs conclave. It will be a part of the three-day Bangalore IT.biz 2008 tech conference beginning at the Bangalore Palace grounds from November 6,2008.

N. Jayadeva, additional managing director of Karnataka Biotech and Information Technology Services of the Karnataka Government, told India Today that this year's edition will feature conferences and seminars on various IT verticals like telecom, cyber security, healthcare and even government's thrust on taking IT to the rural sectors.

The emphasis is on business and cyber security in the light of the increasing attempts to embrace technology by terrorists in India.

Gujarat Chief Minister Narendra Modi and Karnataka Chief Minister B.S. Yeddyurappa will open the event.

Yeddyurappa has said that he will like to emulate Modi's formula of development in his state, especially relevant after Karnataka fought hard to attract Ratan Tata's Nano project to his state which eventually drove to Gujarat, the partner state for the Bangalore tech show.

Famed guitarist Mexico-born Carlos Santana has been one of those who has endeared to the Indians not just because of the way he rendered top hits like Abraxas or Oye Como Va but also because of his closeness to Indian spirituality.

For a change, the Bangalore tech show will have a 50-member delegation from Mexico, the show's partner country. Mexico's minister for economy Gerardo Ruiz will be leading the team to explore tech opportunities in India.

Sixth Pay Commission: U'khand opposes raising VAT limit

The Uttarakhand finance department today said it was not in a position to concede the demand of the business community for increasing the threshold VAT limit from Rs 5 lakh to Rs 20 lakh.

The development comes a day after Chief Minister B C Khanduri assured the business community in Haldwani that he would look into their demand on sympathetic grounds, official sources said here today.

Indian Industry Association President Pankaj Gupta has also sought clarification from the chief minister whether any such move is being contemplated, saying the step would be “suicidal” for the economy of the hill state, which has meagre revenue resources.

Commenting on the chief minister’s reported statement, a top official said the threshold limit of Rs 5 lakh was in consonance with the national consensus on VAT. Any such increase would jeopardise the budget of the hill state, which is already reeling under the burden of the Sixth Pay Commission.

The Uttarakhand government recently decided to implement the new pay committee report that increases the salaries of its employees by 25 per cent and pensions by 40 per cent. The acceptance of the new wage report would put an extra burden of Rs 1,000 crore every year on the state exchequer. This year, the burden would be Rs 744 crore for salaries and Rs 284 crore for pensions.

“Since we are already reeling under huge financial burden, we will oppose any increase in VAT limit as and when the issue comes up,” said the official.

Meanwhile, Khanduri has also announced setting up of a new committee “Vyapar Mitra” to ensure better coordination between the business community and the government.

Sixth Pay Commission: The grim scenario of Rupee

When the rupee was appreciating last year, it was widely believed that the upturn was here to stay. Foreign investments came

rushing to India, lured by its strong economic growth and low inflation. Even Indian corporates went overseas like never

before, borrowing heavily to fund acquisitions, as well as various expansion projects.

So, when the tide turned, it was a rude awakening for India Inc. Today, India is more integrated with the global economy

compared to a decade ago and the rupeedollar exchange rate has a huge bearing on India Inc’s growth prospects.

India continues to be a net importer of goods, especially capital goods and key industrial inputs. A costlier rupee raises

project costs and affects the rate of investment, which impacts economic growth. Besides, depreciation in the rupee reduces

the financial returns of foreign investors, reducing the relative attractiveness of India as an investment destination.

Given this, if we want to have a view on India’s growth story, it becomes necessary to understand the moves being made by the

rupee.

Why the rupee depreciated suddenly is an interesting question. The most obvious reason is the global financial crisis and the

ensuing massive unwinding of foreign portfolio investors to fund their domestic liquidity requirements. However , there have

been subtle changes in the economy over the past few months that have been hinting at a weak rupee.

India’s inflation spurted to double digits in June ’08 — higher than the rate of economic growth — on the back of high crude

oil and commodity prices. At the same time, the government’s decisions to raise subsidies rather than pass on the high global

prices of crude oil and fertilisers have dramatically increased the fiscal deficit.

Besides, the government has to make provisions for waiving agricultural loans, handing out the Sixth Pay Commission awards

and other welfare schemes launched in the recent past.

According to various estimates, these measures are expected to push India’s fiscal deficit to nearly 8% of the gross domestic

product (GDP) — the highest ever in nearly a decade. A bigger fiscal deficit translates into an equally huge trade deficit,

which puts downward pressure on the rupee. Till such a time these worries are addressed extensively, the downward pressure on

the rupee is likely to continue.

US AND THEM

It is not just the rupee, which has taken a thrashing from the sudden exit of foreign capital. Other emerging markets such as

Brazil and Russia have also witnessed a depreciation in their currencies — sharper than India’s — over the past few weeks.

While the rupee lost around 7.5% of its value from the beginning of July ’08, Brazilian real lost 20.6%, Russian rouble fell

10.3% and South Korean won depreciated by 16.9%. China is the only country whose currency has appreciated against the dollar

over a period of time.

THE SLIPPERY ZONE

While the outflow of the so-called ‘hot money’ has hit the rupee hard, the continuing liquidity problems overseas are adding

fuel to it. The foreign branches of Indian banks are suddenly finding it difficult to roll over short-term loans taken from

local banks.

In such cases, they are left with no other option, but to raise the necessary foreign exchange (forex) in the domestic market

by selling rupees, which adds to depreciation in the rupee.

LIQUIDITY WOES

The Reserve Bank of India (RBI), which overseas the domestic money supply, also monitors the supply of forex in India, so as

to smoothen out the erratic movements by keeping the markets wellsupplied and liquid.

However, RBI’s ability to intervene in the market is limited. The level of RBI’s forex reserves, which were on a secular

uptrend till May ’08 to reach $315 billion, have been waning since then.

Current forex reserves of $292 billion indicate a 7.3% drawdown from the peak, but they are still at very high levels,

considering India’s history of having reserves equivalent to around 12 months of imports.

But forex reserves have to be used carefully because they play a key role in maintaining the general confidence in the

currency. The structure of India’s foreign capital inflows has changed dramatically in the past few years.

While India’s total capital inflows have increased at a compounded annual growth rate (CAGR) of 58.4% over the past five

years, the hot money inflow — capital coming in through portfolio investments and short-term credit — has grown at 89%.

Hazy Future

During FY08 alone, nearly $46.8 billion of hot money flowed into India, representing 43.3% of India’s net capital inflows of

$108 billion. Since hot money can be easily pulled out at short notice, its large presence in the economy is a potential

danger. The boom in the economy and the stock market in earlier years led to its rising influence. But with things not so

smooth any more, it increases the risk of a sudden exodus of foreign capital.

Similarly, at times, RBI’s ability to intervene in the forex market gets restricted due to liquidity problems. When the rupee

is being sold off and losing value, RBI needs to sell dollars to support the rupee. This reduces liquidity in the banking

system.

So, it needs to be careful that its forex market operations do not leave the domestic financial system dry. Non-food credit

growth has reached 25% despite high interest rates due to heavy borrowings by oil and fertiliser companies.

RBI has taken steps to address liquidity problems. It started a second daily liquidity adjustment facility for banks and also

allowed them to dip below the mandated 25% statutory liquidity ratio requirement by one percentage point. In a bid to attract

more foreign currency, RBI has hiked interest rates on foreign currency deposits by 50 bps.

MACRO MIX-UPS :

The Indian economy is not in good shape. Growth in IIP has slowed, while inflation has soared. During the first five months

of FY09, fiscal deficit has already crossed 87% of India’s full-year forecast. The spurt in global crude prices has

single-handedly increased India’s trade deficit.

Crude prices jumped to an average of $120 in the first half of FY09 from $70 in the corresponding period of previous year.

So, India’s oil import bill swelled 77% in August ’08 to $11 billion and by 60% to $46 billion during April-August ’08. In

view of this, India’s export growth is falling short of the growth in imports. The resultant trade deficit is likely to touch

$125 billion for the whole of FY09.

There appears some light at the end of the tunnel on this count. Crude prices have retraced nearly one-third from their peaks

to fall below $100 per barrel and are expected to remain range-bound . In the medium term, domestic availability of natural

gas and crude oil is expected to increase substantially as RIL’s oil fields in Krishna Godavari basin and Cairn’s Rajasthan

fields begin production. Both these factors will ease India’s crude import bill and reduce the fiscal deficit. A simultaneous

meltdown in the commodity market will also alleviate inflation.

NO CLEAR VIEW, YET:

The recent fall in the rupee, led by withdrawal of foreign portfolio investors from India, may not be rectified till

stability returns. The global scenario is uncertain.

India also needs to fight its own woes — high inflation, widening current account and fiscal deficits and slowing economic

growth — besides absorbing repercussions of the global turmoil. The Indian economy’s ability to re-emerge as an attractive

investment destination will determine the rupee’s upward movement. Till then, the rupee is likely to remain under pressure.

Ahmedabad, October 05 The state Government employees are up in arms against the government over the issue of implementing the

Sixth Pay Commission recommendations to hike their salaries. To register their protest, the employees carried out a huge

rally in Ahmedabad on Sunday afternoon.
Other protest programmes such as going on a Mass Casual Leave and calling an indefinite strike are also on the cards if the

government does not pay heed to their demand. The agitating employees have also threatened that the BJP government’s delaying

the pay-hike might cost the party dear in the upcoming Lok Sabha election.

The rally was carried out by different associations and federations of the state government employees under the umbrella of

Guajrat Rajya Karmachari Sankalan Samiti (Gujarat State Employees Co-Ordination Committee) and was attended by thousands of

state government employees.

Gujarat State Panchayat Employees Federation, Gujarat State Primary Teachers’ Federation, Gujarat State Officers’ Federation

and Gujarat State Board Nigam Employees Federation are some of the notable organisations that took part in the rally.

Chairman of Gujarat State Employees Co-Ordination Committee, Vishnu Patel, told Newsline: “The state government had announced

the implementation of the Sixth Pay Commission in its manifesto, but it has been delaying it on the pretext of putting it for

review by a committee. We outrightly condemn the formation of the committee to examine the pay commission’s recommendation.

We demand pay hike at the earliest.”
Patel also said that the BJP’s good performance in the coming Lok Sabha election maybe doubtful. “The total voting heads of

the state government employees and their families come to almost a crore. If the government does not give them their right,

it may prove costly for them in the election,” he said.

Patel also announced that all state government employees would go on a Mass Casual Leave on November 5 if their demands were

not accepted by then.

Joint General Secretary of the Co-Ordination Committee Harshad Raval said, “State governments of Uttar Pradesh and Rajasthan

have already implemented the pay commission’s recommendations. So, it is high time Gujarat government heard our demands.”

President of the Gujarat State Officers’ Federation Vivek Kapadiya said: “The state government has an inclination of not

paying enough to its employees, as it believes it is already paying them enough. Apart from that, it also has a tendency to

outsource all the work. That is why it has not been recruiting people. To attain their goal, they are forcing the people to

leave their jobs.” Kapadiya added that the state Government might have served five years in the state but the cost of their

deeds might have to be borne by the central BJP leadership in the next Lok Sabha election....

New Delhi, October 5 Navy chief Admiral Sureesh Mehta, who sent out an unclassified signal on September 24 to all naval

officers and ranks on withholding implementation of the Sixth Pay Commission salary recommendations, is learnt to have been

pulled up again by Defence Minister A K Antony for the manner in which he, as Chairman of Chiefs of Staff Committee, led the

other two chiefs — General Deepak Kapoor and Air Chief Marshal Homi Major — in virtually attacking the establishment.
This is the third time Admiral Mehta has been pulled up by Antony in recent months — earlier, he was pulled up for his

remarks over the build-up of Chinese submarines.

It is learnt that while Antony has agreed to look into grievances, even push in Parliament the “demands” of the armed forces

over pay, he is upset by the way Admiral Mehta dealt with the matter. After being almost nudged by Admiral Mehta to “refuse”

implementation of the pay panel report, the armed forces did not submit their revised salary slips to the Ministry’s accounts

office.

Antony is part of a three-member panel — the others are Pranab Mukherjee, the panel head, and P Chidambaram — tasked to look

into the pay anomalies. On September 26, he had an uncharacteristic tough talk with the three chiefs. He is now said to have

conveyed to Mukherjee that the Government has agreed in principle to the Services’ demand for restoring 70 per cent “extant

pensionary weightage” to jawans on the basis of their last drawn pay.

NEW DELHI, SEPTEMBER 29 The armed forces have agreed to implement revised pay scales and arrears from October 1 but in a highly controversial move last Friday, the Army top brass, taking a cue from the Navy, cited “the larger interests of the services” to justify their defiance and “delay” in implementing revised salaries.
The Army signal was sent the day Defence Minister A K Antony talked tough with the three Services chiefs and told them in very clear terms to implement the Cabinet decision on the Sixth Pay Commission report.

Top sources confirmed to The Indian Express that via a signal on September 26 — two days after Navy chief Admiral Sureesh Mehta signalled his men — Lt Gen V K Chaturvedi, Director General, Manpower Planning, under the Adjutant General of Army, informed “all ranks up to unit level” that the revised pay scales were delayed. The signal, being kept under wraps, was sent to Headquarters/Commands and Corps of the 1.1 million-strong Army.

While the armed forces process for issuing the Government notification has begun so that all officers and ranks get the new scales together with their civilian counterparts on time, the Army, in its signal, said that four pay-related issues still remain unresolved:

Uniform grades of pay at par with civilian officers.

•Lt Col should be upgraded to Pay band 4.

•t Generals should be placed in Higher Administrative Grade plus.

•Restoring pensionary benefits of personnel below officer rank.

While the UPA government plans to take up the two signals issued by the Navy chief and Army Headquarters seriously as these have wider ramifications, it is foxed by the first demand which is not even within the purview of the Pranab Mukherjee committee — it also comprises P Chidambaram and Antony — set up by the Prime Minister last Friday to sort out pay-related anomalies with the armed forces.

Sixth Pay Commission pay out: Govt needs extra funds, to borrow Rs 10k cr more in H1

The government on Tuesday decided to borrow Rs 10,000 crore more than what it had planned for in the first half of 2008-09. Despite fulfilling its borrowing requirement for the first half of the fiscal, the finance ministry has now decided to advance its borrowing programme for the second half by scheduling issuance of dated securities worth Rs 10,000 crore in the month of September itself.

“This has been done keeping in view the emerging requirements of the government, market conditions and other relevant factors,” as per an official release. Accordingly the finance ministry will sell Rs 6,000 crore of 7.94%, 2021 bonds and Rs 4,000 crore of 8.28%, 2032 bonds on September 26.

The government has already borrowed Rs 96,000 crore in the first half of the year and has budgeted its net borrowing at Rs 1 lakh crore for 2008-09. It has however not announced its full borrowing calendar for the fiscal second half.

Analysts feel that the move shows that the government is likely to overshoot its slated borrowing for the year.

“This is a very surprising time to decide to raise funds as liquidity is tight in September because of the heavy payments as advance tax,” Abheek Barua, chief economist, HDFC Bank said. The government expects to overshoot its borrowing estimates and so is sensitising the market to it. Alternatively, it is expects the global financial crisis to worse and so plans to secure domestic fund flows, he added.

Saugata Bhattacharya, economist at Axis Bank said, “This could be because of an immediate increase in its expenditure or because advance tax outflows is lower than projected.” The government may also be of the view that it may be able to raise funds at a lower rate at the current market conditions, he said. The UPA government needs additional funds for the Sixth Pay Commission pay out, issuing bonds for oil and fertiliser and possibly for the farm loan waiver as well. It is also likely to make extra provisions for relief and rehabilitation in wake of the Bihar floods.

As per the pay commission’s recommendations, the salary hikes will cost Rs 22,100 crore this fiscal, while the farm loans to be waived in three instalments is estimated at Rs 71,680 crore. The government has also budgeted Rs 7,500 crore for fertiliser bonds. Oil bonds for the fourth quarter of 2007-08 amounting to Rs 14,956 crore and

for the first quarter of 2008-09 estimated at Rs 24,408 crore will be issued after obtaining Parliamentary approval.

Union Government notified Sixth Pay Commission Friday. Following are some key points after notification.

Government has accepted most of the points but has rejected three recommendations and has put some other contentious issues to be taken up in future.

Pay Band and Grade pay:

* Grade Pay up to PB2 recommended by 6CPC accepted as such.

* Revised Grade pay from PB3 and above. Check New pay band and Grade Pay

* The basic pay drawn as on 1.1.2006 on the existing Fifth CPC pay scales will be multiplied by a factor of 1.86 and then rounded off to next multiple of 10. This will be the pay in the revised running Pay Band. Grade Pay, as approved by the Government, corresponding to the pre-revised pay scale, will then be added to the Pay in the revised Pay Band. The total of pay in the Pay Band and grade pay will be the revised Basic Pay as on 1.1.2006.

* Rate of annual increments will be 3% and the rate of variable increment for high achievers in PB-3 will be 4%.

* There will be a uniform date of annual increment, viz. 1st July of every year. Employees completing 6 months and above in the revised pay structure as on 1st of July will be eligible to be granted the increment. The first increment after fixation of pay on 1.1.2006 in the revised pay structure will be granted on 1.7.2006 for those employees for whom the date of next increment was between 1st July, 2006 to 1st Jan 2007.

DA and other Allowances

* AICPI (IW) with base 2001 may, henceforth, be used for the purpose of calculating DA till it gets revised. The base using the 2001 series works out to be 115.76. Based on this index the revised DA as on Jan-06, July-06, Jan-07, July-07, Jan-08 and July-08 are estimated to be 0%, 3%, 6%, 9%, 12%, and 16% respectively (based on the calculation made as per index - Exact DA rates are yet to be confirmed by the Government).

* “Campus” restriction for grant of Transport Allowance will be removed. Consequently, employees living in campuses will also be eligible for Transport Allowance. Further, Transport Allowance for the employees at the lowest levels will be increased to Rs.600 (from Rs.400) in A-1/A class cities and Rs.400 (from Rs.300) in other towns.

* New TA - Employees drawing grade pay of Rs. 5400 and above will be eligible to receive TA of Rs.3200 and DA thereon (A1/A class cites) and Rs.1600 and DA thereon (other places. Similarly Employees drawing grade pay of Rs.4200 to Rs.4800 will be eligible to receive TA of Rs. Rs.1600 and DA thereon (A1/A class cites) and Rs.800 and DA thereon (other places). Employees drawing grade pay of below Rs. 4200 will be eligible to receive TA of Rs. 600 and DA thereon (A1/A class cites) and Rs.400 and DA thereon (other places).

* City Compensatory Allowance abolished.

* Employess living in X (Earlier classified as A-1), Y (Earlier classified as A, B-1 & B-2), and Z (Earlier classified as C and Unclassified) will be eligible for HRA of 30%, 20% and 10% (on Fixed Pay and Grade Pay) respectively.

* Children Education Allowance and Reimbursement of Tuition Fee are merged and reimbursement of Children Education allowance will be paid upto the maximum of Rs.1000 per child per month subject to a maximum of 2 children. Hostel subsidy will be reimbursed upto the maximum limit of Rs.3000 per month per child. The limits would be automatically raised by 25% every time the Dearness Allowance on the revised pay bands goes up by 50%.

* Cycle Allowance, Washing Allowance, Cash Handling Allowance, Special Allowance, Night Duty Allowance and Split Duty Allowance have been doubled. Similarly, rates of allowances specific to different Ministries/Departments/Organisations not covered in this Report will also be doubled. The rates of these allowances will be increased by 25% every time the Dearness Allowance payable on revised pay scales goes up by 50%.

* All provisions concerning travel under LTC are to be retained except frequency of travel in home town concession (up to three times during the first two blocks of 4 years after joining the service).

* The revised allowances, other than dearness allowance, will be effective from 1st day of September, 2008.

ACP (Assured Career Progression):

* Three upgradations will be granted under Assured Career Progression (ACP) Scheme at 10, 20 and 30 years as per the modified ACP Scheme recommended by the Commission. ACP Scheme will also be applicable to Group A employees.

* Financial upgradation through ACP will be available whenever a person has spent 10 years continuously in the same grade.

* Benefit of pay fixation available at the time of normal promotion shall be allowed at the time of financial upgradations under the scheme. Thus, an increase of 3% of pay and grade pay shall be available as financial upgradation under the scheme.

Other Points accepted by the Government:

* The Commission’s recommendation regarding payment of arrears has been modified to the extent that the arrears will be paid in cash in two instalments – first instalment of 40% during the current financial year (2008-09) and the remaining 60% in the next financial year (2009-10).

* The Government has approved setting up of Anomalies Committees to examine individual, post-specific and cadre-specific anomalies. The Anomalies Committees should endeavour to complete their work in one year.

Recommendations not accepted by the Government in Sixth Pay Commission:

* Liberal ‘severance package’ for those employees who want to leave service without pension with more than 15, but less than 20 years of service.

* Recommendation relating to Holiday Policy that there should only be three closed holidays for Government employees.

* Flexi-hours for women employees and flexi-weeks for employees with disabilities.

Recommendations of Sixth CPC which will be examined separately :

* Recommendation related to Bonus and Over Time Allowance.

* Recommendation related to General Provident Fund for Central Government employees and Central Government Employees Group Insurance Scheme.

* Introduction of Health Insurance Scheme for Central Government employees and pensioners.

New Delhi, Sep 21 (PTI) Not keen on again bearing a financial stress that fell on them after implementation of the Fifth Pay Commission, state governments want the Centre to share half the burden of pay revision of their employees, in case they go for the next salary hike.
"The states would never forget the effect of the Centre's decision on recommendations of the Fifth Central Pay Commission regarding pay revision on states' finances through consequences of pay revision at the states levels. This had resulted in a financial crisis for the states," VAT panel said in its presentation to the 13th Finance Commission.

The Empowered Committee of state finance ministers on VAT said that during that time, the Centre had agreed to bear half of the burden of the states but did not actually provide the assistance.

The VAT panel said the Sixth Pay Commission will "consequently cause the states to take certain decisions for the pay structure of their employees and others with serious financial implications".

When the Centre announcing the pay revision, it is a general practice for states to go for pay revision of its employees.

Due to the Sixth Pay revision, the Centre will bear an additional burden of Rs 15,700 crore on the central budget and Rs 6,400 crore on the railway budget. PTI

Mumbai, September 20 Employees of the richest municipal corporation in the country will be richer in the coming months with the Brihanmumbai Municipal Corporation (BMC) planning to spend Rs 1000 crore on its employees. BMC— with an annual budget of Rs 16,000 crore—will make reforms in the pay scales of the employees.
Although the one lakh strong workforce of BMC does not come under the central or state government’s pay commission, the civic administration will be making reforms in the pay scale. After a series of discussions and meetings with the employees’ union, the civic body has decided to increase the pay scale applicable from April1, 2005.

Additional Municipal Commissioner Mahadeo Sangle said that each of the civic employees- from labourer to high ranking official- will be applicable for the reformed pay scale. “The rise will be from 20 per cent to 48 per cent and will be applicable from April 2005 as against the center’s sixth pay commission of January 2006,” he said. The higher salary will burden the civic body by Rs 1000 crore. “But we are ready to spend that much on our employees. Revenue from octroi will be used and adjusted to pay for the salaries,” Sangle added.

Although the reforms are yet to get the final approval, the civic administration has also proposed hike in house rent by 30 per cent. “Not everyone has a house in the city or get the provision of civic quarters. In such case we have doubled the house rent from 15 per cent to 30 per cent as the property rates in the city are also sky-rocketing,” Sangle said. The meetings with union will begin from September 22 and the reforms will be finalised in the coming days.

LUCKNOW: A day after Uttar Pradesh hiked levies on laptops, mobile phones and airconditioners - among nearly 100 items - a top official on Saturday described it as a move to mobilise additional resources by "taxing the affluent".

Each of the items for which value added tax (VAT) has been hiked or an entry tax has been reintroduced are usually used by the rich, according to V S Pandey, principal secretary to Chief Minister Mayawati.

"A lot of care has been taken at the highest level to ensure that no item used by ordinary people is subjected to additional taxation," Pandey told.

According to him, "The additional tax on select items would mop up additional annual revenues of Rs 1,200 crores (Rs 12 bn)."

He said: "The state requires nearly Rs 5,000 crores (Rs 50 bn) to meet the burden on account of implementation of the Sixth Pay Commission report, so additional resources need to be mobilised."

The state government Friday night raised the VAT on various items. Entry tax that had been done away with by the previous government has also been reintroduced. While the entry tax varies between two and four percent, the hike in VAT ranges between 12 and 21 per cent as against the existing flat four percent.

Interestingly, the only item for which VAT has been reduced is 'bhang' - a popular intoxicant in semiurban and rural areas. The VAT on bhang has been reduced from 32 per cent to 12.5 per cent.

While cycle tyres have been exempted from the hike, all other tyres have been subjected to an entry tax.

Computers are going to cost more, with VAT going up from four percent to 12.5 per cent. Other items in the list include telephones, CDs, DVDs, wireless equipment and several other electronic gadgets.

The cost of machinery, tools, dyes as well as coffee powder, green tea, cocoa powder will also go up, with an identical rise in VAT from four percent to 12.25 per cent.

Turbine fuel and CNG have been subjected to the steepest hike - from one percent to 21 per cent.

PANAJI: The state government is likely to implement the 6th Pay Commission's recommendations with effect from November 2008. The state cabinet will formally decide on the issue when it meets on September 23.

The finance secretary Udipta Ray, along with joint secretary Suresh Shanbogue gave a presentation to the cabinet about the implications of the 6th Pay Commission for Goa on Thursday.

Sources in the finance department said that the 46,000 strong government workforce will get hiked salaries from the month of November, which will be paid on November 30.

The average jump in salary for any government servant ranges from 30 to 35 per cent. This includes house rent allowance (HRA) which has gone up by around 15 to 20%.

The city compensatory allowance (CCA) has been abolished and travelling allowance (TA) put in its place. As the dearness allowance increases , so does the travelling allowance, sources said.

The annual increment will be 3% of basic pay, and the date of increments is uniformly set for July 1 every year to all employees. Full pension will be given after completion of 20 years, that is, 50% of last 10 months average emoluments, sources said.

Implementing the 6th Pay Commission recommendations will entail an additional burden of around Rs 25 crore per month on the government .

The overall liability on the government in terms of salaries and arrears for the period from January 1, 2006, to August 31, 2008, is around Rs 800 crore.

While these are some of the salient features of the 6th Pay Commission recommendations to be implemented in Goa, government employees are eagerly waiting for the cabinet to give its formal nod to the recommendations during its meeting on September 2.

Agartala, Sept. 19: The northeastern states, including Sikkim, have demanded 10 per cent of the total devolution of funds from taxes from the Centre, while supporting the demand for 50 per cent of the devolution to all states.

The demand was raised at a meeting of the newly constituted 13th Finance Commission, headed by economist and tax specialist B.K. Kelkar in New Delhi on September 16.

Though the 13th Finance Commission gave no assurance, the members of the commission as well as the chairman indicated that the matter would be considered seriously.

“The 12th Finance Commission had recommended devolution of 30 per cent of the tax-based income to states but this has proved to be inadequate, so we demanded 50 per cent devolution from the 13th Finance Commission,” said Tripura finance minister Badal Chowdhury.

The minister said going by the recommendations of the 12th Finance Commission, except Assam, the remaining seven northeastern states, including Sikkim, received less than one per cent each.

“In case our demand is accepted, 10 per cent of the funds on the head of devolution of taxes will be earmarked for the Northeast and that will take care of the gap in non-plan funds,” Chowdhury said.

“The implementation of the Sixth Pay Commission by the Centre has brought tremendous pressure on the states, and the Centre must help by bearing at least 50 per cent of the additional liability,” the minister added.

On behalf of the eight northeastern states, which belong to the special category, the demand has been raised for the Centre to bear the full liability on the implementation of the recommendations of the Pay Commission.

“We have requested the Finance Commission to look into the matter and make later adjustments with the non-plan gap grants,” said Tripura finance minister.

The minister said the issue of the Centre not sharing the collections of surcharges and cess with the states also figured in the discussion.

At the meeting , the issue of Centre-sponsored schemes was primarily discussed.“Most of the centrally sponsored schemes are based on subjects which fall under the jurisdiction of the states. The Centre should share more funds,” Chowdhury said.

“We have been told the Finance Commission will start visiting states from November this year and is expected in the Northeast by March next year,” Badal said.

NEW DELHI: This is one rule that could turn women in India Inc green with envy. The Centre has not only increased maternity

leave for its employees to six months but has also cleared paid leave for two years to take care of children.

The order, effective from September 1, increases maternity leave of women employees from 135 days to a cool 180 days for each

of their two children. From now on, women employees can take paid leave up to two years (730 days) during their career for

"taking care" of their two children without affecting their seniority.

Even if a woman has only one child, she can take the two-year leave. Termed "child care leave", this will be besides the

maternity break they are entitled to. The new rules came into force on September 1.

Adding to the bonanza, a woman employee can avail of child care leave in any combination till her two children are 18 years

of age. In line with the Sixth Pay Commission proposals, the new leave regime for women means that during their stint with

the government, they can avail paid leave of as much as three years, provided they do it only for two children.

The child care leave can be taken for any of reason, including "rearing" or "to look after any of their needs like

examination, sickness etc". Women in the private sector are often hard-pressed for such leave beyond the maternity break

(rarely beyond 90 days), besides the regular quota of earned, casual and medical leave.

"The new rule has come as a godsend. I can now devote time to my son when he needs it the most. The best part is I can take

this leave till he is 18," said a director-level IAS officer. Contrast it with what a senior corporate executive said: "I

attended office up to two days before my child was born. I had to save as much of my 90-day maternity leave so that I could

devote time to my child later. The entire period is over now and I am back to work. I now leave my baby at my mother's house

and come to office."

The government has notified that child care leave can also be availed in continuation of the six-month maternity break. It

means that a woman employee deciding to have only one child can continue on paid leave for two-and-a-half years at a stretch.

Of course, she has the option of saving some of it for exigencies and, above all, she continues to enjoy her share of the

regular leaves. The new regime will definitely make government jobs much more attractive not only for women but also for men

as the couple would be assured that at least the mother would be with the child when needed. Semi-government establishments —

like PSUs, banks, insurance companies — should be expected to adopt the new women-friendly system sooner or later.

NEW DELHI: Much to the chagrin of the UPA government, the University Grants Commission’s pay review committee is unable to

“estimate” how much more time it will require to finalise its recommendations. The committee headed by Professor G K Chadha

was supposed to submit its report on September 5.

The HRD ministry has given it a month’s extension, but professor Chadha is unwilling to commit himself to a public deadline.

The UPA government would like to wrap up the pay review before elections are announced.

College and university teachers are an important electoral constituency and the government would rather give them the

expected pay hike in time so that it can reap electoral dividends.

However, the Chadha Committee does promise “radical” changes which will help the Indian higher education sector meet the

socio-economic and cultural challenges in the era of globalisation, even as Professor Chadha is unwilling to commit a

deadline.

He says that the committee will take “no longer than is necessary”. One of the reasons, the chairman has cited for the delay

is that the committee is yet to reach at a consensus on three or four issues.

These include changes in the “layers” of the faculty at the college and university levels — the choice is to continue with

the current gradation from lecturer to reader to professor or to introduce new levels. Professor Chadha said that should

changes be introduced, suitable time scales will also have to be introduced.

Other unresolved issues include whether the UGC pay committee should replicate the central pay commission’s system for grade

pay and pay bands, and the manner in which to resolve the anomalies of the previous committee’s — the Rastogi Committee —

recommendations.

Another area that the committee members feel needs more attention is the manner in which stagnation of college and university

professors can be addressed. At present, it seen that often college professors achieve the top of their scale and then

continue to remain there without any possibilities of advancement.

Former IISc director Professor G Padmanaban, who is member of the committee, said that there was a strong view within the

panel that no teacher should suffer from stagnation.

Now, the committee needs to work out a way to compensate these members of the teaching community, and to do so they will need

to find parallels within the sixth pay commission’s recommendation.

In light of the vast higher education expansion plans of the government, the committee has suggested a uniform retirement age

of 65 years across the country. At present, there is a “great discrepancy” in the retirement age that ranges for 55 to 65

years.

“We are in a situation when availability of teaching faculty is critical to the government’s plans. This issue can be

addressed to some measure through a retirement age that is uniformly set across the entire higher education system,”

Professor Chadha said.

Professor Chadha said that at the entry level the higher education sector is competing with the corporate sector and civil

services for the best minds. “We need to offer an attractive package. While we can’t compete with the corporate sector it

should be such that 10 years down the road, the academic has no regrets.”

Stating that the choice was clear, Professor Chadha said, “We can’t give the red carpet welcome but we can provide a decent

living condition”. The effort to attract the best minds to join the academic circuit will include “unprecedented financial

support” and improved research facilities.

Puducherry, Sept 15: The Confederation of Associations of Staff of Private schools in Union Territory of Puducherry today

asked the administration to ensure that the pay scales were revised for the staff in the private schools in accordance with

the recommendations of the Sixth Pay Commission.

A release from the confederation said its general body meeting held here today urged that all teachers and employees in

government aided schools in the Union Territory should also be extended the benefit of increase in wages and allowances as

had been implemented for the government employees as per the pay commission’s recommendations.

The administration should also bring in a legislation to guarantee job security for the teachers in private schools and also

to tone up their service conditions.

All vacant posts of teachers in aided schools should be filled without delay and its charter of demands already presented to

the government should be conceded.

NEW DELHI: The armed forces have now taken the raging battle over the 6th Pay Commission right till the PMO, seeking direct intervention from the country’s top political leadership in restoring their parity with their civilian and paramilitary counterparts.

Navy Chief Admiral Sureesh Mehta, in his capacity as the chairman of the chiefs of staff committee (CoSC), made a representation to Prime Minister Manmohan Singh on Thursday about their grievances with the August 29 gazette notification of new pay scales.
‘‘Apart from briefing the PM on his recent visits to Japan and South Korea as well as the rescue operations in flood-hit Bihar, Admiral Mehta presented a written brief to PM about the demoralisation in the three Services due to the new pay scales,’’ said a source.

To ensure that this unprecedented action is not seen as mutinous in any way, the armed forces have reposed their ‘‘full confidence’’ in the Union Cabinet in the latest letter written to defence minister A K Antony by the CoSC chairman.

The forces, in fact, want the pay notification to ‘‘be kept in abeyance’’ till the Union Cabinet considers the ‘‘core issues’’ and issues corrective directions to ensure that its officers are not downgraded, in terms of pay and status, in comparison with other civil services and paramilitary forces, including the IPS.

If this is not done, it will lead to ‘‘despondency’’ among the ‘‘badly demoralized’’ officers of the three Services. Moreover, it will seriously jeopardise ‘‘operational’’ and ‘‘functional’’ harmony between the armed forces and the paramilitary forces whenever they operate together, warned Admiral Mehta, in his letter.

The main grouse of the forces revolves around the fact that the ‘‘extant parity’’ of Lt-Colonel rank officers has been lowered by retaining them in Pay Band-3 (Rs 15,600-39,100), while raising similarly placed civilians and paramilitary officers to PB-4 (Rs 37,400-67,000). The forces have also sought restoration of parity in grade pay for lower and middle rung Service officers with their civilian counterparts, who are going to get more as per the new pay scales.

Then, of course, the armed forces are also angry at the fact that all directors-general of police and their equivalents have been placed over Lt-Generals by the creation of a new ‘‘higher administrative grade-plus’’.

Omkareshwar (MP), Sept 7: Madhya Pradesh Chief Minister Shivraj Singh Chouhan here Sunday announced that the state government employees will get 'enhanced salary' as per the recommendations of Sixth Pay Commission from September 1.

"The state government employees will get the enhanced salary on October 1 (for the month of September), as per the recommendations of the Sixth Pay Commission," Chouhan told reporters after performing puja at the Omkareshwar temple, one of the 12 Jyotirlings in the country.

Chouhan was in the town as part of his ongoing 'Janahirwad Yatra' in the state.

Referring to the poll issues in the coming assembly elections, he said the ruling party will seek people's decisive mandate on the twin issues of "development and people's welfare".

He highlighted his government's achievement's in the last four and a half years and claimed that what his party's government has done for the people during the period, Congress was unable to do the same in the last 50 years of its rule.

Regarding India's achievement in negotiating the nuclear deal with the Nuclear Supply Group (NSG) he said that the country has the right to conduct nuclear tests and that nobody would be able to take away from it.

To a question, he said that laws are there because of people and not vice-versa, therefore any law which obstructs the development of the people will be changed and added that his government has changes several such laws during its tenure.

It must be good news to central government pensioners who were finding it hard to get information about the new pension amount that they would be getting.

With news on several aspects of 6th Pay Commission still sketchy pensioners specially those who live alone are finding it difficult to get information on their new salary structure as well as on amount of arrears that they may be getting.

Government has raised the amount that the pensioners would be getting. It has even improved upon the sixth pay commission recommendation in the final notification that was issued last week.

Octogenarians will now be paid an additional 20 per cent of their basic pension, while those aged 85 will get 30 per cent more, rising to 100 per cent additional pension for centurions.

To get an idea of the quantum of hike, a person with a basic pension of Rs 10,000 — who used to get Rs 22,050 in hand — will now receive a total pension of Rs 26,216. The new rates are effective from January 2006 and the arrears will be given out in two instalments — 40% during the current fiscal, 60% in 2009-10.

Now the pensioners can get all the information on pension by calling Defence Accounts Pensioners Association (DAPA) in Pune on telephone number 020-24451319.

Bangalore metro rail extension approved

It is reported that the board of Bangalore Metro Rail Corporation has approved the extension of the metro project in Bangalore city.

The project will comprise two corridors east-west and north-south. The east-west corridor will be 18.1 kilometer in length and will start at Byappanahalli and terminate at Mysore Road. It will cover Indiranagar, CMH Road, Swamy Vivekananda Road, MG Road, Ambedkar Road, Post Office Road, KG Road, Majestic, KSRTC Bus Stand, Bangalore City Railway Station, Magadi Road, Tool Gate, Chord Road, Vijayanagar, Mysore Road up to Ring Road Junction.

The north-south corridor will start at Yeshwanthpur and terminate at Jayanagar. It will cover Chord Road, Mahakavi Kuvempu Junction, Swastik, Platform Road, KSRTC Bus Stand, Chickpet, City Market, KR Road, Vani Vilas Road, Lalbagh, RV Road, South End Circle and Jayanagar. While the main depot-cum-workshop for the east-west corridor is planned at Byappanahalli, for the north-south corridor, the depot is slated to be set up at Yeshwanthpur.

BMRCL expects to complete the Byappanahalli-Cricket Stadium by March 2010; Yeshwanthpur-Swastik by November 2010, underground section by October 2011, City Railway Station-Mysore Road section by October 2011 and City Market-R.V. Road Junction by December 2011.

Bangalore: Admission process for Bangalore University’s MFA, MIB, MTA, MCom, and BPEd courses has been rescheduled. Entrance tests and counselling will be held at the commerce department, Central College, for all these courses except BPEd.

For MFA, entrance test will be held at 11 am on September 10 and counselling at 10 am on September 12.

For MIB and MTA, entrance tests will be held at 2 pm on September 10 and counselling at 10 am on September 12.

Counselling for MCom will be held at 10 am from September 13 to 16.

over Sixth Pay Commission when it comes to pensioners.

Pensioners were worried as not many details were available when it came to pension in the aftermath of the sixth commission

recommendations’ implementation.

Government has improved the pension of the central government pensioners giving them substantial rise than the pay panel had

demanded.

An important benefit approved by the union cabinet is raising the gratuity limit to Rs 10 lakh, higher pension for

octogenarians, exclusion of earned leave encashed while in service from the overall limit, clubbing of earned leave and

half-day pay leave for encashment.

On voluntary retirement front too the government officials who wanted to quit their job or retire voluntarily had never had

it so good and enticing. It will be like having the cake and eating it too.

In fact the sixth pay commission has all the charms to both entice the government officials to be in job and/ or also prompt

him to leave his well paying job.

The mid level or senior government officials who still think that they don’t get the pay package they deserve in their

present government jobs may well like to seek a job change and here the new pay commission would help them.

The current practices don’t give full pension to a government employee who does not complete 33 years of services in his job.

But the sixth pay commission has reduced this period to just 20 years.

So if you have completed 20 years in your government jobs and hope that you could get better options you can think of

shifting to a corporate office without fearing that you may lose on your pension.

Sixth pay commission’s recommendation is this regard has been accepted by the Union Cabinet, along with other recommendations

of the Sixth Pay Commission on pension benefits for the estimated 3.84 million central government pensioners. Experts said

the reduction in the number of years of service to 20 years to earn full pension benefit was a liberal move and would end

stagnation in government service.

New Delhi, Sept 4, 2008: Sixth Pay Commission has several good features and that includes revised Children Education

Allowance. The government has not only revised the children education allowance for good but also made the allowance

commensurate to the needs of its employees.

Though it still fall well short of what most average government employees pay for education of their kids in average schools,

nevertheless it will give them a breather.

And for central government employees living in small towns and cities it will do more good. In most small towns the revised

allowance of Rupees one thousand per child for two children will be more than sufficient to take care of children education

of central government employees.

But in metros like Delhi and Mumbai, it will still just partially take care of the amount of money that parents spend on

their kids.

This is not to deny the importance of the hefty increment. Earlier government used to pay its employees a paltry Rs 40 as

tuition fees for its employees children upto class 10.

In another welcome development the government has revised hostel subsidy for children. Hostel subsidy may be reimbursed upto

the maximum limit of Rs.3000 per month per child. The limits would be automatically raised by 25% every time the Dearness

Allowance on the revised pay bands goes up by 50%. Revised

Salient features of the revised orders are:-

(a) Children Education Allowance and Reimbursement of Tuition Fee which were hitherto payable separately will be merged and

will henceforth be known as 'Children Education Allowance Scheme'.

(b) Under the Scheme of Children Education Allowance reimbursement can be availed by Government Servants upto to a maximum of

2 children.

(c) Reimbursement as indicated above will be applicable for expenditure on the education of school going children only i.e.,

for children from classes nursery to twelfth, including classes eleventh and twelfth held by junior colleges or schools

affiliated to Universities or Boards of Education.

(d) Henceforth, the reimbursement of Children Education Allowance shall have no nexus with the performance of the child in

his class. In other words, even if a child fails in a particular class, the reimbursement of Children Education Allowance

shall not be stopped.

(e) Reimbursement for the following items can be claimed under this Scheme:

Tuition Fee, admission fee, laboratory fee, special fee charged for agriculture, electronics, music or any other subject. Fee

charged for practical work under the programme of work experience, fee paid for the use of any aid or appliance by the child,

library fee, games/sports fee and fee for extra-curricular activities. This also includes reimbursement for purchase of one

set of text books and notebooks, two sets of uniforms and one set of school shoes which can be claimed for a child, in a

year.

(f) The annual ceiling fixed for reimbursement of Children Education allowance is Rs. 12000.

(g) Under this scheme, reimbursement can be claimed once every quarter. The amount that can be claimed in a quarter could be

more than Rs.3000, and in another quarter less than Rs.3000, subject to the annual ceiling of Rs. 12000 per child being

maintained.

(h) In case both the spouses are Government servants, only one of them can avail reimbursement under Children Education

Allowance.

(i) Hostel subsidy will be reimbursed upto the maximum limit of Rs.3000 per month per child subject to a maximum of 2

children. However, both hostel subsidy and Children Education Allowance cannot be availed concurrently.

(j) The above limits would be automatically raised by 25% every time the Dearness Allowance on the revised pay structure goes

up by50%.

In order to ensure that Government servants have no difficulty in claiming reimbursement, the procedure under this Scheme is

being kept simple. Reimbursement should henceforth be made on the submission of original receipts on the basis of

self-certification by the Government servant.

Free Medical and Life Insurance Amounts as per Pay Band

Employees be provided with free medical and life insurance of
Rs.5 lakhs for employees in PB-1 pay band,
Rs.7 lakhs for employees in PB-2 pay band,
Rs.10 lakhs for employees in PB-3 pay band/higher pay bands/scales.

The amount of the insurance should automatically be increased by 50% every time the DA payable on the revised pay goes up by

50%. The entire expenditure on paying premium for this insurance will be borne by the Government.

The amount insured will be paid in case of any serious injury/death sustained in the course of employment and will be over

and above the other benefits available to all categories of Government employees.

These employees should also be provided with additional health benefits with mandatory health check-ups every quarter and

enhanced leave, wherever the same is necessary for proper recuperation.

NEW DELHIOver 50 lakh government employees, including the armed forces personnel, will be receiving an enhanced pay packet beginning September 1, with the government today notifying the revised recommendations of the Sixth Central Pay Commission (CPC).

The much-awaited CPC proposals had received a seal of approval from the union cabinet a fortnight ago after it amended certain recommendations of the Justice Sri Krishna-led Pay Commission that submitted its report to the government on March 24 this year.

The CPC recommendations and the subsequent government decision with regard to revised scales of pay and dearness allowance for civilian employees of the central government would be made retrospectively effective from January 1, 2006, the notification said.

However, the revised allowances, other than dearness allowance, would be effective only from September 1 this year. On payment of arrears, the government has modified to the extent that the arrears would be paid in cash in two installments - first installment of 40 per cent this financial year (2008-09) and the remaining 60 per cent in the next financial year (2009-10).

The government has approved the setting up of a committee to examine individual, post-specific and cadre-specific anomalies. The committee should try to complete the work in one year, the notification said.

Providing for post-notification changes in the CPC report, the government said "the department specific recommendations" will be processed by concerned departments and ministries and approval of the government obtained in consultations with the Finance Ministry or Department of Personnel and Training.

Govt notifies revised Sixth pay panel recommendation

For implementing the modified Sixth Pay Panel report on the schedule time, the Government of India on Friday night issued the notification regarding Sixth Pay Panel recommendation. This notification refers that government is on the move of ‘salary fixation’ as per final report of the panel and is going to implement it on its schedule time on September 01, 2008.

The government has accepted most of the recommendations of Sixth Pay Panel while four recommendations have been rejected and some are still under examination that will be either implemented or scrapped depending upon scrutiny committee report.

In the issued notification government has said, “With regard to fixation of pay in the revised pay bands, the basic pay drawn as on 1.1.2006 on the existing fifth CPC pay scales will be multiplied by a factor of 1.86 and then rounded off to next multiple of 10.”

It means the basic pay of 5th pay scale on January 1, 2006, would be multiplied by 1.86 and then rounded off by next multiplication of 10. This will be the pay in the revised running pay band.

The union cabinet had approved it on August 14, 2008, with slight modifications and this final report will be implemented from September 01, 2008, which will be effective from January 01, 2006, as per recommendation.

This implementation of Sixth Pay Revision (SPR) will benefit over 5-millions of Central employees.

The government has hiked the average salary by 21% while the arrears- the difference between the disbursed salaries and overdue in the payments- would be given in cash bifurcating 40% in this fiscal while remaining 60% in the next fiscal.

This SPR would put additional burden on Central Government budget of Rs. 15,700-crore and on Railway of Rs.6,400-crore.

Here is the highlight of notification of Sixth Pay Scale:

Accepted Recommendation

Four Pay bands have accepted comprising 20 pay scales. Government has revised four pay bands by reducing 3 and introducing new higher pay band- pay band – 4.

The Pay Band–1: Rs. 5,200-20,2000
Pay Band–2: Rs.9,300- 34,800
Pay Band-3: Rs.37,400- 67,000
Pay Band–4: Rs. 75,500- 80,000 (with annual increment of 3%)

The government has approved the annual increment of 3% in the salary of defence and civil employees.

Three promotions have been assured in 10, 20 and 30 years of service for the civil employees, while for the defence personnel it will be 8, 16 and 24 years.

Minimum Basic Pay of the employee will be Rs. 7,000 which would exceed Rs. 10,000 after including allowances.

The chairpersons and members of five regulators - Telecom Regulatory Authority of India (TRAI), Insurance Regulatory and Development Authority (IRDA), Central Electricity Regulatory Commission (CERC), Securities and Exchange Board of India (SEBI) and Competition Commission of India (CCI) — will get salary in the range of Rs 2.5 lakh to Rs.3 lakh per month.

The Union Cabinet Secretary will get Rs. 90,000/- while others top secretaries will get Rs. 80,000 per month.

Travel allowance (TA) will be eligible for those employees who live in the campus, and government has hiked the TA by Rs. 200 for A1 and A class cities and Rs. 100 for others. Now, it would be Rs. 6,00 for A-1 and A class cities and Rs. 400 for other cities.

Pension is now applicable for only 20-year of job tenure.

Recommendation Rejected

City Compensatory Allowance: A special compensation to hill area, remote locality, tribal area and band climate areas employees, while those who will go anywhere for specific project will also get the special compensation for that tenure.

Severance Package: Those who would leave service between the tenure of 15 –20 years.

The recommendation of reducing government holidays to only 3 and flexi hours duty for women and disable persons.

Under Consideration

Bonus and Over Time Allowance, corporatising Indian Railways, lateral shift of defence personnel to Central paramilitary forces, introduction of a health insurance scheme, merger of accounts services, ending of the Indian Telecom Service and the Telecom Commission, outsourcing commutation of pension to a public sector undertaking, bank or institution.

Reforms in the primary market may witness a further thrust as capital market intermediaries get ready to implement Application Supported by Blocked Amount (ASBA) in the initial public offers (IPOs), an alternative mode of payment proposed by the Securities and Exchange Board of India (Sebi).

The pilot project to implement ASBA is likely to kick off from September 8 with the IPO of Gujarat-based 20 Microns, a manufacturer of white minerals, said a banker familiar with the process. 20 Microns will tap the primary markets with an IPO of 43,50,632 equity shares of Rs 10 each. The issue is slated to close on September 11.

Sebi has informed the book-running lead manager of the issue — Keynote Corporate Services — and all bankers that the ASBA process will be kicked off with this IPO, the banker added. So far, Sebi has granted Self Certified Syndicate Bank (SCSB) status to five banks — Corporation Bank, Union Bank of India, HDFC Bank, State Bank of India and ICICI Bank.

The 20 Microns issue will have all five banks acting as SCSBs. The nodal or controlling branches for all the banks are in Mumbai, while they have designated branches (DBs) all over the country. The process will co-exist with the current process, where bids are put through syndicate/sub-syndicate members with cheque as a payment instrument.

SCSBs would accept the applications, block the fund to the extent of bid payment amount, upload the details in the electronic bidding system of BSE or NSE, unblock once basis of allotment is finalised and transfer the amount for allotted shares, to the issuer.

The National Stock Exchange of India completed mock electronic bidding process for implementing ASBA on August 14. The Bombay Stock Exchange is still conducting the mock e-bidding process and it will be complete before the pilot project begins on September 8.

This is how the process will take place: A retail investor (who has a bank account with the SCSB) will approach a DB of one of these banks and put in his bid. In the case of 20 Microns, it will be Rs 55 a share since the price band of the issue is Rs 50-55 a share.

After the DBs verify the data (permanent account number, Depository participant ID and client ID), they will upload files with the nodal branch, which will in turn upload data into NSE/BSE application. They will also freeze the amount from the client’s account.

The banks will then upload the accepted data into registrar’s application. The exchanges will scrutinise the data and will report invalid entries to the bank. They will also convert the bank data into valid bids in the exchange application.

The registrars will download the data from the bank and from the exchange and reconcile the data, validate the the IDs and then allot the shares as per the basis of allotment, fixed by investment bankers along with the company.

Once this is done, the banks will be intimated and money will be released from the investor’s account.

The money will be deposited into the escrow account. This will speeden up the IPO process and consequently reduce the number of days between the IPO closure and the day shares get listed on the exchanges.

Mumbai: Kalpana Morparia, the high profile banking official who has been with ICICI Bank for 33 years, is now leaving the bank .

It is learnt that Morparia will join the international investment bank JP Morgan. ICICI Bank in a statement said that Morparia, Vice-Chair, Insurance, Securities and Asset Management and Chief Strategy and Communications Officer – ICICI Group, was leaving the group to pursue other opportunities.

Morparia joined erstwhile ICICI Ltd in 1975 and became a member of the Board of Directors in 2001.

She retired from the Board of Directors of ICICI Bank in 2007 as Joint Managing Director, following which she took charge of her current post in the group. She played a key role in ICICI Group’s capital raising exercise as well as the merger of ICICI Ltd with ICICI Bank in 2002.

As head of the Corporate Centre of ICICI Bank till 2007, she was responsible for a range of functions such as planning and strategy, financial reporting, risk management and human resources management. She was also the official spokesperson for ICICI Bank.

Since 2007, she has focused on guiding the Group’s insurance, asset management and securities businesses.

Morparia was quoted in a news agency report saying, “JP Morgan has established a strong and highly respected franchise in India which will support plans to expand all three lines of business - investment banking, asset wealth management and treasury and securities services.”

The agency report also quoted J P Morgan Chairman and Chief Executive, Asia Pacific, Gaby Abdelnour as saying, “Morparia offers J P Morgan a tremendous opportunity to accelerate the progress we have made in building our Indian franchise.”

Chewing gum may be the best stress buster

WASHINGTON: Chewing gum can reduce stress and anxiety, according to a new research.

The study, to be presented at the 2008 10th International Congress of Behavioral Medicine, found that chewing gum helped relieve anxiety, improve alertness and reduce stress among individuals in a laboratory setting.

The study examined whether chewing gum is capable of reducing induced anxiety and/or acute psychological stress while participants performed a battery of 'multi-tasking' activities.

The use of chewing gum was associated with higher alertness, reduced anxiety and stress, and improvement in overall performance on multi-tasking activities.

Andrew Scholey, Ph D, professor of Behavioral and Brain Sciences, Swinburne University in Melbourne, Australia led the research study.

In the 40-person study of gum chewers averaging an age of 22 years old, performed on the Defined Intensity Stressor Simulation (DISS), a multi-tasking platform which reliably induces stress and also includes performance measures, while chewing and not chewing gum.

Anxiety, alertness and stress levels were measured before and after participants completed the DISS. Gum chewers showed a reduction in anxiety as compared to non-gum chewers by nearly 17 per cent during mild stress and nearly 10 per cent in moderate stress. Participants experienced greater levels of alertness when they chewed gum.

Gum chewers showed improvement in alertness over non-gum chewers by nearly 19 per cent during mild stress and 8 percent in moderate stress.

Levels of salivary cortisol (a physiological stress marker) in gum chewers were lower than those of non-gum chewers by 16 percent during mild stress and nearly 12 per cent in moderate stress.

Chewing gum resulted in a significant improvement in overall performance on multi-tasking activities. Both gum-chewers and non-chewers showed improvement from their baseline scores; however, chewing gum improved mean performance scores over non-gum chewers by 67 per cent during moderate stress and 109 per cent in mild stress.

As of now the services would be available in select areas only. After Delhi, World Phone plan to launch broadband in Mumbai, Jaipur, Ahmedabad, Hyderabad and Kolkata in coming months.

Ahluwalia also said World Phone had other plans like unlimited plan, hourly plan and data limit based plan to suit different requirements of internet users.

World Phone will also start the concept of offering pre-paid service, using recharge vouchers from the cable operator.

This price band at its lowest rates is not the first time that the company has broken trends of high charges. Last year, World Phone became the first Indian internet service provider to announce the lowest possible tariff for its international call rates to USA, UK, Australia and Canada.

Legendary athlete Milkha Singh on Friday demanded action against Anju Bobby George for her Olympic flop-show and said the star long-jumper was ill-prepared going into the quadrennial extravaganza in Beijing.

"Her performance was very disappointing. She could not record even one valid jump, all three of her attempts ended in fouls. I think the AFI (Athletics Federation of India) should take action against her for such a performance," Milkha said.

"Anju spent a lot of time training abroad but could not deliver. I have been saddened by her performance," he said on the sidelines of the national Sports Awards ceremony at the Rashtrapati Bhawan.

Milkha, in fact, lambasted the entire athletics contingent for failing to even match their personal bests in Beijing.

"The performance was bad and it is so disappointing to see our athletes not even recording their personal bests. We need to make sure that the athletes who go to represent us at such events are prepared to the best of their abilities," he said.

"We are not short of talent or money. We just need to ensure that athletes get the best of facilities and encouragement," he added.

Milkha, however, was mighty impressed with India's overall Olympic performance.

"I wanted to see India win a gold in my lifetime and Abhinav Bindra fulfilled that dream. Our boxers and wrestlers also performed really well," he said.

"But it should not stop at this and we need to make sure that we groom more talent that can bring us a bagful of medals at the 2010 Commonwealth Games and the 2012 Olympic Games in London. For this to happen the training of the athletes has to be good," he added.

On this year's Arjuna awardees selected by a committee headed by him, Milkha said, "The number of awardees could have been higher but the standard of athletes was not all that good. That is why we decided to give away just 11 awards instead of the 15th that are usually handed out."

Calcutta, Aug. 27: Bappi Lahiri’s Jimmy has disco danced its way to Hollywood.

Adam Sandler’s latest flick, You Don’t Mess With The Zohan, which hits the halls on September 19, features Jimmy Jimmy Aaja Aaja, a chartbuster from the 1983 superhit film Disco Dancer. The song was picturised on Mithun Chakraborty.

“They are keeping the original song as was sung by Parvati (Khan). The situation is supposed to be a Bollywood night with people dancing. I have asked them to send me the DVD,” Lahiri, who earned the sobriquet “disco king” for his music in films like Disco Dancer and Dance Dance, told The Telegraph on Wednesday.

Columbia Pictures, the producers of Zohan, have taken the requisite permission from Saregama, which holds the rights for the music of Disco Dancer.

“A publishing company called The Royal Network represents our catalogue in the West. The deal was handled by them,” said Atul Churamani, vice-president, Saregama.

Lahiri has reasons to feel relieved at being given credit by the West. In 2002, he had to fight a $500 million case in US courts against Dr Dre, the producer of a single called Addictive by R&B singer Truth Hurts, for unauthorised sampling of his song Kaliyon Ka Chaman, sung by Lata Mangeshkar. He had won a court injunction halting the album’s sale.

Since then, the West seems to be handling Lahiri with care. Last year, a London-based singer, M.I.A, recorded a remixed version of Jimmy Jimmy, which carried the line “Written by Bappi Lahiri”. The album reached the top 10 on the UK charts.

Saregama is happy its archives are yielding a fresh source of revenue. “Melody writing is dying worldwide. With India becoming cool, our older songs, rich in melody, are finding new takers,” Churamani said.

Saregama owns 20 per cent rights to The Black-Eyed Peas number Don’t Phunk With My Heart, which uses the tune of the Asha Bhonsle number Aye Naujawan from the 1972 film Apradh.

Zohan is the story of a Mossad agent, Zohan Dvir, who fakes his death so he can re-emerge in New York as a hair stylist.

Wanted is the ultimate male fantasy. A mousy office accountant, played by James McVoy, lives a meek, miserable life. At work, his fat boss brutalises him and at home, his girlfriend, who happens to be sleeping with his friend, nags him.

He tells us that the only thing he cares about is the fact that he doesn't care about anything.

And then one day, Angelina Jolie, shows up and informs him that his father was one of the greatest assassins who ever lived and now he must continue the legacy.

Our accountant, trained by a thousand-year-old fraternity of assassins, then transforms into a buffed-up, kick-ass killer and he even gets to lock lips with the divine Ms Jolie who looks like she has descended from some superior race of beings.

As I watched her, all sexy smirk and tattoos, I thought: She's definitely not one of us.

Wanted is the Hollywood debut of Russian film director Timur Bekmambetov, who earlier created the vampire blockbusters Day Watch and Night Watch.

This film also features hypnotic action, a propulsive pace and stunning images. You might think you've seen every kind of movie violence there is but have you ever seen a bullet exit slowly from a man's forehead and watched how the blood curls up behind.

Bekmambetov's audacity and imagination propel the first half hour of the film but beyond a point, the style cannot disguise the silliness. The film originates from a comic-book series so we're not expecting subtext or nuances but the plot twists here require you to check-in logic at the gate.

By the time, Morgan Freeman, in yet another God-type role, pointed at a giant loom and declared: this is the loom of fate, I was laughing out loud.

Wanted is giddy on guns, violence and adolescent machismo. For a certain demographic - men under 25 - its manna from heaven but the rest of us can do quite nicely without it.

Chandrama Singh urf Chamku sees his father shot in the head right in front of his eyes. From that moment on, he is a fugitive, and a target — both of those who break the law with impunity, and those who make those laws.

Kabeer Kaushik, who comes to his second film after the wonderful but unsuccessful Sehar, clearly isn’t following his instincts which tell him to be faithful to the spirit of his story. Chamku is produced by Sunny Deol, who’s been in desperate search of a hit for a long time now.

And it has his young brother in the lead, which translates into compromised story-telling. Bobby is meant to play an illiterate Naxalite, on the run from the dark interiors of Bihar, but his real self — suave, urban — keeps coming through.

If it had built on its terrific opening, Chamku may have been the film the director had set out to make. But it peters away into predictable patterns: a Bobby practising menace, a painted Priyanka, the Irrfan-Ninad duo trying to keep things moving, and too much gratuitous blood-letting.

Olympic heroes' names missing in invitation

BHIWANI: The names of seven Beijing Olympians including shooter Abhinav Bindra, who are to be honoured by the Haryana government at a function on August 30, are missing from the invitation card.

The invitation, however, has the names of 13 others including chief minister Bhupinder Singh Hooda as the chief guest, Indian Olympic Association (IOA) president Suresh Kalmadi as guest of honour and Haryana sports minister Kiran Chaudhary who would preside over the function.

The name of Rohtak MP Deepinder Hooda, who is also the son of chief minister, and six ruling party MLAs has been mentioned.

The invitation has been issued by the Sports and Youth Welfare Department of Haryana in the name of three bureaucrats TL Sathyaprakash, deputy commissioner, OP Singh, director , sports and Sarban Singh, commissioner and secretary, Sports and Youth Welfare Department.

But the invitation for the public reception in honour of heroes of Beijing Olympics, 2008 makes no mention of those to be honoured at the state level function.

The state government had earlier announced that besides gold medalist Bindra and Bhiwani boxer Vijender Kumar, who won the first bronze medal for India in the event, two other boxers from the state, quarter-finalists Akhil Kumar and Jitender Kumar would also be honoured with cash rewards.

Delhi's Sushil Kumar, who won bronze in wrestling, and sportspersons Saina Nehwal and wrestler Yogeshwar Dutt would also be honoured with cash reward varying between Rs 25 lakh and Rs 50 lakh.

Boxing coach at Bhiwani Jagdish Singh would also be showered with a cash award of Rs 25 lakh for promoting the game.

Probably upset at various producers and directors taking pot shots at her serials, Ekta Kapoor decided who better than herself to do justice to running down her very own serials and the way Balaji Studios function. While its good humour, just like a few Laughter Challenge contestants who have the innate ability to laugh at themselves, and make others laugh as well, you can't take this 'serial reference' beyond a point.

There are quite a few laughable scenes but overall, it's a colossal waste of talent. Tushar Kapoor, Anupam Kher and Rajpal Yadav all live in the C wing of a particular building. They bond well and share each other's problems. To teach Anupam's son a lesson, the trio decide to make an extortion call using a gangsters name. And before you know it, they go on to form their own 'C Kkompany' making threat calls, mostly to help citizens get their due.

Tushar delivers a few punch lines with elan while Rajpal Yadav is his humourous best. I just get the feeling he has taken over Johnny Lever's vacant slot, because the veteran is nowhere to be seen. As for Anupam Kher, he saunters into yet another insipid role. Mithun Chakraborty too makes his presence felt in a role reminiscent to that of the recently released DON MUTHUSWAMY. But while DON MUTHUSWAMY had some meat, this one here is downright silly. A hackneyed plot and a waste of Raima Sen as well.

While his cousin Abhishek Kapoor has directed the successful ROCK ON, which incidentally released on the same day, Tushar will have to wait another day for another script...

NEW DELHI: Legendary industrialist Krishna Kumar Birla was a man of many facets, with an equal passion for not just expanding his well-known, and much respected, business empire founded by his father, but also towards philanthropy and education.

Birla was for long considered the force behind the Indian sugar industry, which he joined as a 22-year-old. Besides media and sugar, his empire spans some 40 firms in fertilizers, chemicals, heavy engineering, textiles and shipping.

The companies include Zuari Industries, Chambal Fertlizers, Paradeep Phosphates, Sutlej Industries, Birla Textile Mills, Oudh Sugar Mills, Texmaco, Simon India, India Steamship, ISG Novasoft, and Hindustan Times Media.

In his innings at the helm of Indian industry, he also headed several institutions like the Federation of Indian Chambers of Commerce and Industry (Ficci), the Indian Sugar Mills Association (ISMA) and the International Chambers of Commerce (ICC).

"He was an outstanding visionary, a great parliamentarian, a business leader par excellence and a builder of modern educational and scientific institutions," said Ficci president and Rajya Sabha member Rajeev Chandrasekhar.

Born in Pilani in Rajasthan on Oct 12, 1918, he was the person responsible for building and expanding the reputed Birla Institute of Science and Technology - which has often been rated on par with the Indian Institute of Technology.

He was the eldest surviving son of industrialist Ghanshyam Das Birla.

Along with another legendary second-generation industrialist, late JRD. Tata, Birla had co-authored what is called the “Bombay Plan” that outlined the role of businesses and the government in building a nation.

The seeds of corporate social responsibility in India were sown in that document which also spoke about the role of industries, entrepreneurs and policy makers in modernising and developing what was then a backward India.

He also had an equal passion for charity. It is not, therefore, surprising that the landmark Lakshmi Narayan temple in the capital - visited by hundreds every day - is also referred to as Birla Mandir.

A former member of the Rajya Sabha for 18 consecutive years, KK Babu, as he was referred to by his associates and admirers, was also the chair of the Hindustan Times group, which is one of the largest circulated national dailies.

The stylish and well-groomed industrialist, whose suits and shirts came from London's Jermyn Street and Saville Row, also wrote highly readable reminiscences on his many foreign travels with his wife for the Hindustan Times till about a month ago.

His close associates said he just could not bear the separation from his wife Manorama Devi who died in Kolkata July 29. He is survived by daughters Nandini Nupani, Saroj Potddar and Shobhana Bhartia, the vice chair of Hindustan Times.

Birla was so comfortable with change and transformation that even when the country started the ambitious economic liberalisation programme in the early 1990s and dispensed with the regime of licences and quotas, he was fully supportive - unlike many others who even formed an informal anti-liberalisation lobby group called the "Bombay Club".

“There were many business leaders who were worried, who were apprehensive, who were nervous about the changes,” recollected Prime Minister Manmohan Singh, who as India's finance minister then was the architect of the reforms programme.

“But Birla understood the importance and the relevance of what we were doing and I valued his support then as I value it now,” Manmohan Singh recalled last December, while releasing Birla's autobiography - “Brushes with History”.

The book, published by Penguin, has vignettes of his relations with some legendary Indians like Mahatma Gandhi, Rajendra Prasad, Madan Mohan Malaviya, Jayaprakash Narayan and Morarji Desai.

Penguin said Birla inherited a legacy in which the creation of wealth, philanthropy and political leadership were all regarded as part of nation-building.

“Spiritual strength and moral values were part of the personal credo.”

Veteran heavy metal band Iron Maiden left the MMRDA Grounds in Mumbai with a taste of hardcore live action on February 1.

The first stop on their 'Somewhere Back in Time' World Tour 2008 saw thousands of excited Indian fans waiting expectantly from 4 pm onward -- two in every three wearing Iron Maiden t-shirts. Besides the usual pack of youngsters, there were plenty of excited 10-year-olds and borderline senior citizens making the scene as well.

Several were actually overheard wishing that the tickets had been slightly pricier, so that they could have gotten up-close to their idols!

By 7 pm, everyone had already packed themselves into the two enclosures, so there was slim chance of making your way up front. Local rockers Parikrama opened the show and it was only at 8 pm that the lights dimmed and a recorded speech by Winston Churchill, the prelude to Iron Maiden's hit Aces High, drove the crowd wild.

This first performance was sufficient to charge the atmosphere -- what followed was sheer mayhem, with backdrops to the massive stage, all featuring the band's gory mascot Eddie, continually changing and all six band members performing at their electrifying best.

The audience was privileged to hear some of the band's greatest hits, some of which singer Bruce Dickinson himself declared they have not performed live in years -- songs like Wasted Years, The Trooper, Can I Play With Madness, Fear of the Dark, Moonchild, Rime of the Ancient Mariner, Two Minutes to Midnight and Powerslave had fans eating out of their hands.

As the band belted out song after song, it was easy to forget that all the Iron Maiden members are well into their 50's. The energy onstage was palpable as Dickinson ran to and fro across the stage, his trademark screeches interspersing mind-numbing guitar solos by 'the country club', as he himself jokingly calls the band's trio of guitarists Dave Murray, Adrian Smith and Janick Gers. Bassist and founding member Steve Harris was also a livewire on stage and while drummer Nicko McBrain's dexterity had spectators in awe, his smiling performance endeared him to them.

The pinnacle of enthusiasm was reached, however, when the band took off on the song Iron Maiden from their first self-titled album and the seventh member of the group, mascot Eddie made his way on to the stage. The 12-foot robot dwarfed the band members as his lit-up eye and menacing snarl surveyed the audience, one arm wielding a dummy rifle pointed at hundreds of bobbing heads in the crowd.

After two solid hours of playing, Iron Maiden finally bade Mumbai a fond farewell, with a promise to be back soon. All in all, everyone who came to see the band perform got more than their money's worth. "Scream for me, Mumbai!' yelled Dickinson one last time, as he made ready to leave the stage. And they did.

The Iron Maiden concert started rather early 7:50 PM to be precise & ended by 9:45 PM
Maiden is no doubt the best LIVE Performance heavy metal for sure. Precision without faltering anywhere, Maiden delivered & thrilled the Mumbai crowd.

After the first 2 songs, Aces High & 2 Minutes To Midnight, Bruce said that he was happy to be here in Mumbai, which was earlier called as Bombay, however locals still like to call it Bombay.

After Trooper, Bruce said that this will be one of the many times that Iron Maiden will play in India. \m/\m/

Like the Bangalore concert Fear of the Dark received maximum crowd participation, with everybody joining in the chorus.

During the song ‘Iron Maiden’ Eddie appeared as the Cyborg with a gun a hand.

LimeWire Store to get more DRM free music content

LimeWire has announced that they are in the process of adding more content to their DRM free digital media store.

They are now collaborating with independent music distributor The Orchard. This deal would add on 1.2 million tracks to LimeWire.

With this the company would have around 2 million tracks on offer to their customers.

LimeWire CFO Jesse Rubenfeld spoke about this deal: “The Orchard’s top flight, broad and diverse music repertoire will enrich our users’ music-buying experience. I believe this partnership will help expand the digital music market for us and will equally benefit our artist and label partners.”

However, the company is yet to get into a deal with any of the major music retailers. Until that happens, they are going to remain a smaller player in the market.

Sixth pay commission notification: Govt brings out notification for Sixth pay commission report

NEW DELHIOver 50 lakh government employees, including the armed forces personnel, will be receiving an enhanced pay packet beginning September 1, with the government today notifying the revised recommendations of the Sixth Central Pay Commission (CPC).

The much-awaited CPC proposals had received a seal of approval from the union cabinet a fortnight ago after it amended certain recommendations of the Justice Sri Krishna-led Pay Commission that submitted its report to the government on March 24 this year.

The CPC recommendations and the subsequent government decision with regard to revised scales of pay and dearness allowance for civilian employees of the central government would be made retrospectively effective from January 1, 2006, the notification said.

However, the revised allowances, other than dearness allowance, would be effective only from September 1 this year. On payment of arrears, the government has modified to the extent that the arrears would be paid in cash in two installments - first installment of 40 per cent this financial year (2008-09) and the remaining 60 per cent in the next financial year (2009-10).

The government has approved the setting up of a committee to examine individual, post-specific and cadre-specific anomalies. The committee should try to complete the work in one year, the notification said.

Providing for post-notification changes in the CPC report, the government said "the department specific recommendations" will be processed by concerned departments and ministries and approval of the government obtained in consultations with the Finance Ministry or Department of Personnel and Training.

LUCKNOW: The government in a decision taken here on Friday removed JL Bajaj, who was appointed chairman of the wage committee to review recommendations of the Sixth Pay Commission, and in his place appointed SAT Rizvi, a retired IAS officer.

It may be mentioned, UP Adhikaari Mahasangh , an apex organisation of state cadre officers, at its meeting held here recently had expressed strong resentment over the government's decision to appoint Bajaj, a retired IAS officer as chairman of the wage committee .
Besides Mahasangh, even UP Engineers' Association had raised objection over Bajaj's appointment alleging that being chairman of the review committee of the Fifth Pay Commission , Bajajhad not done justice to the officers recommending abolition of several allowances recommended by the Fifth Pay Commission and had even recommended the abolition of time-bound pay scale being given to the officers.

Meanwhile, general secretary of State Employees' Joint Council (SEJC) Ramji Awasthi has hailed CM Mayawati's decision to remove Bajaj and in his place appointing Rizvi as chairman of the committee.
He has urged the CM to direct the new chairman of the committee to present the report within three months so that no delay was caused in implementing the recommendations of the Sixth Pay Commission.

LUCKNOW: The government has refuted news published in a section of the media regarding increase in retirement age of state employees from 60 to 62 years.

Terming the news as baseless and misleading, a government spokesperson said that UP government was the first state government which had accepted the recommendations of the Sixth Pay Commission despite its financial constraints and implemented them keeping in view the difficulties of the employees in the face of spiralling prices.

The spokesperson said that since the government was also committed to safeguarding the interests of the younger generation and unemployed people, an increase in retirement age of state employees would block employment opportunities for the youth.
Therefore, there was no proposal before the government to increase the retirement age of state employees, he added.

Sixth Pay Commission: Govt. has improved over original draft of 6th Pay Panel

New Delhi, Aug 30, 2008: Finally Sixth Pay Commission has been implemented by the government as it issued notification with some significant changes. The government has improved significantly over the original draft presented by the 6th pay panel.

The central government employees were fearful that the government may accept reducing gazetted holidays to just three as suggested by the pay panel. Luckily for the central government employees the central government has turned down the proposal.

It is probably because of the anticipated backlash from 5.5 central government employees that government turned downed the proposal.

But government has significantly improved over the original suggestions of the sixth pay panel.

The final government notification says that rate of annual increment will be 3 percent instead of 2.5% as originally recommended by the pay commission.

The rate of variable increment for high achievers in PB-3 will be 4% instead of 3.5% recommended by the commission.

The government has removed campus restriction for grant of transport allowance. Consequently employees living in campuses will also be eligible for transport allowance. Further transport allowance for the employees at the lowest levels will be increased to Rs 600 from existing Rs 400 in A-1/A class cities and Rs 400 from existing Rs 300 in other towns.

Grade pay will determine seniority of posts only within a cadre’s hierarchy and not between various cadres.

With regard to fixation of pay in the revised pay bands, the basic pay drawn as on 1.1.2006 on the existing fifth CPC pay scales will be multiplied by a factor of 1.86 and then rounded off to next multiple of 10. This will be the pay in the revised running pay band. Grade pay as approved by the corresponding to the pre-revised pay scale will then be added to the pay in the revised pay band. The total of pay in the pay band and grade pay will be the revised basic pay as on 1.1.2006.

Three upgradation will be granted under assured career progression (ACP) scheme at 10, 20 and 30 years as per the modified ACP scheme recommended by the commission. ACP scheme will also be applicable to group A employees.

Administrative ministries concerned will take an administrative view on the recommendation of sixth pay commission in central paramilitary forces at the level of deputy inspector general (DIG) and above. The posts of additional DIGs upgraded to the grade of DIG will however be continued to be manned by the cadre officers of the CPMFs.

Empanelment and cadre reviews for Central Group A Services will be brought up to date within an year.’

Regarding group B cadres the commision’ recommendation will be modified in the following manner:
After 4 years of regular services in the entry grade of Rs 4800 in PB-2 officers belonging to Delhi and Andaman and Nicobar islands police service will be granted the non-functional grade of Rs 5400 in PB3 and not in PB-2.

After 4 years of regular service in the section officer/ private secretary/equivalent grade of Rs 4800 grade pay in PB-2 officers of central secretrait service, central secretrait stenographers service and other similarly placed HQ services will be granted the non-functional grade of Rs 5400 in PB3 and not in PB-2.

In the IA & AD and all organized accounts cadres, posts of section officers and Assistant Audit/ Account officers will be merged and placed in PB-2 with grade pay of 4800 as recommended by the commission. In modification of Sixth CPC’s recommendations, Audit/ Account (AO)officers will be placed in Pay Band2 with grade pay of Rs 5400 and senior Aos will be placed in PB-3 with grade pay of Rs 5400.

Group B officers of Ministry of railways in the pre revised scales of Rs 8000-13500 will be granted grade pay of Rs 5400 in PB-3 instead of PB-2.

Group B officers of Departments of Posts, Revenue etc will be granted Grade Pay of Rs 5400 in PB-2 on non- functional basis after 4 years of regular service in the grade pay of Rs 4800 in PB-2.

The commission’s recommendations and government decision thereon with regard to revised scales of pay and dearness allowance for civilian employees of the central government and personnel of all Indian services as detailed in Part A of annexe-1 will be made effective from 1st day of January 2006.

The revised allowances other than dearness allowance will be effective from 1st day of September 2008.

The commission’s recommendation regarding payment of arrears has been modified to the extent that the arrears will be paid in cash in two instalments- first instalment of 40% during the current financial year 2008-09 and the remaining 60 percent in the next financial year 2009-10.

The government has agreed to refer the recommendations of the commission in regard to pay scales of master craftsmen in the ministry of railways to fast track committee to be constituted by the government. In the meantime normal replacement scales will apply in the case of master craftsmen.

The government has approved setting up of anomalies committee to examine individual, post specific and cadre specific anomalies. The anomalies committee should endeavour to complete their work in one year.

The commission’s recommendations regarding higher pay packages of Rs 2.5 lakh and 3 lakh pm (without house and car) for chairperson and full time members of five specific regulatory bodies viz telecom regulatory authority of India, insurance regulatory and development authority, central regulatory commission, securities and exchange board of India and competition commission of India have been acceptd.

The government has agreed in principle approval to a scheme of allowances for CPMF officers of the rank of commandant and below and other ranks in the battalions deployed in difficult areas/counter insurgency areas and in high altitude areas keeping in view the allowances granted to defence forces personnel in such or similar areas and detachment and other allowances granted to the CPMF personnel at present to be worked out in consultation with department of expenditure.

The dynamic ACP scheme for doctors will be extended upto the senior administrative grade (Grade pay of Rs 10000 in pB-4) for medical doctors having 20 years of regular service, or seven years of regular service in he non functional selection grade of Rs 8700 grade in pay band –4.

The government while modifying the recommendations has accepted the suggestion of the pay panel for four pay bands with 20 grade pays.

Gujarat Govt to study sixth pay commission hike

With the aim to increase the salary of the employees by 20%, the Gujarat government has taken up the decision to set up a babus’ committee on suggestion of the Centre's sixth pay commission award.

Jay Narayan Vyas, spokesperson of the Govt. informed soon after the Cabinet meeting was over, “The secretaries' committee will submit its report to the Cabinet sub-committee, formed early this year on what the sixth pay commission may mean to Gujarat.”

This announcement came due to the suggestion passed on Wednesday to the Cabinet that before putting the sixth pay panel suggestions into action, the official should first examine it properly. “The official committee will submit its report to the sub-committee, which in turn will get Cabinet nod before putting the sixth pay panel recommendations into gear,” reported Vyas.
